Point c, Clause 1, Article 64 of the Law on Social Insurance 2024 on subjects and conditions for pension benefits stipulates that employees with a period of compulsory social insurance payment of 15 years or more and having worked in underground coal mining for 15 years or more can retire 10 years early (effective from July 1, 2025).
On June 25, 2025, the Government issued Decree 158/2025/ND-CP guiding the Law on Social Insurance on compulsory social insurance (effective from July 1, 2025).
According to Appendix I of Decree 158/2025/ND-CP, 24 underground coal mining tasks include:
(1) Mining underground.
(2) Handheld hammer drilling in the kiln.
(3) Mining rescue team members.
(4) Repairing electromechanical in the kiln.
(5) Operating gas compression stations, electricity, diezel, battery charging stations in the furnace.
(6) Iron workers, drainage workers in the mines.
(7) Transporting coal in the mine.
8. Measuring the air mass, measuring the wind, controlling the wind gate, terrain, KCS in the tunnel.
9. Workers operate and repair equipment in the tunnel.
10. Operating and supporting electric trains and batteries in the tunnel.
11. Operating, repairing, and charging batteries in the furnace.
(12) instruct the collection of products in the tunnel.
13. different warehouses in the mines.
(14) Protecting the warehouse in the kiln.
15. Clean the basement, dredge mud in the basement.
16. Transporting materials in the kiln.
(17) Attic signals in the kiln.
