On the morning of June 9, the National Assembly Standing Committee gave its opinion on the reception, explanation, and revision of the draft Law on Teachers.
Presenting a report explaining, accepting and revising the draft law, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that after accepting, the draft Law currently consists of 9 chapters and 45 articles (a reduction of 1 article compared to the draft submitted to the National Assembly on May 5).

Regarding the retirement age of teachers, the Report of the Committee for Culture and Society on a number of major issues in explaining, accepting and revising the draft Law on Teachers stated: "There are opinions suggesting expanding the scope of primary school teachers to also enjoy early retirement policies like preschool teachers".
The Committee on Culture and Society believes that this content has been explained in Report No. 1256/BC-UBTVQH.
Accordingly, expanding the subjects entitled to early retirement policies for primary school teachers and some other subjects needs to be carefully considered and researched, both ensuring correlation between sectors, professions, fields and being both reasonable and feasible.
The Committee on Culture and Society also proposed to soon apply this priority policy to preschool teachers.

Article 28 of the Draft Law on Teachers stipulates:
"Teachers in preschool education institutions, if they wish, can retire at a lower age than the retirement age of workers under normal conditions but not more than 05 years old. In case of having paid social insurance for 15 years or more, the pension percentage due to early retirement will not be reduced".
Regarding this content, National Assembly Chairman Tran Thanh Man suggested that the drafting agency continue to carefully review, strictly regulate or assign the Government to regulate in detail.
"It is necessary to avoid taking advantage of the policy, avoid switching from different positions and professions to become teachers in preschools for a short time to enjoy early retirement policies" - National Assembly Chairman Tran Thanh Man said.
In addition, the National Assembly Chairman also mentioned Point b, Clause 3, Article 11 of the Draft, stipulating that individuals and organizations are not allowed to post or disseminate concise information about the responsibilities of teachers in professional activities without the conclusion of the competent authority.
In addition to the issue of early retirement for preschool teachers, there are also opinions suggesting to clarify the issue of organizations and individuals not being allowed to post and disseminate information about teachers.
According to the drafting agency, protecting the reputation and image of teachers is necessary to avoid abuse, interpretation and dissemination of concise information about the responsibility of teachers in professional activities without an official conclusion from the competent authority.
Regarding this content, National Assembly Chairman Tran Thanh Man suggested that the drafting agency continue to carefully review this regulation, ensuring compatible and unified relevant legal provisions, especially legal provisions on reflection, recommendation, complaint, denunciation, etc.
"The regulation on the one hand is to protect the reputation and image of teachers, but on the other hand, the right to reflect, complain, and recommend from the people must not be restricted" - National Assembly Chairman Tran Thanh Man emphasized.
