News from the Da Nang City Labor Federation on April 18th said: representatives of the World Bank had a working session with the Da Nang City Labor Federation to exchange and propose solutions to expand social insurance (BHXH) participants in the city.
The conference was attended by representatives of leaders of both sides, along with the participation of grassroots trade unions in the area.
At the working session, representatives of the World Bank shared international experiences on developing a sustainable social security system, emphasizing the role of expanding social insurance coverage to the informal labor sector.
Experts also proposed a number of solutions such as diversifying contribution-benefit policies, increasing flexibility in participation methods, promoting communication and applying digital technology in management.
On the side of the Da Nang City Trade Union, representatives of the leadership said that in the past time, the unit has actively coordinated with functional agencies to implement many propaganda activities to mobilize workers to participate in social insurance.
However, expanding the target group still faces many difficulties, especially for freelance workers, fishermen and non-public preschool teachers due to unstable incomes and limited awareness of policies.
Representatives of grassroots trade unions frankly raised practical problems, such as the level of social insurance contributions being still high compared to the ability of workers, the lack of appropriate support mechanisms, as well as difficulties in maintaining long-term participation.
Delegates proposed that there should be more flexible policies, increased support from the state and local budgets, as well as pilot models suitable for each industry group.
Concluding the working session, the two sides agreed to continue to strengthen coordination in research and development of solutions suitable to the specific characteristics of Da Nang city; in which focusing on piloting models to expand social insurance for informal sector workers, enhancing the role of trade union organizations and grassroots trade unions in propaganda and mobilization work.
The working session was assessed as an important starting point in promoting international cooperation, contributing to perfecting social security policies, towards the goal of universal social insurance coverage in Da Nang city in the coming time.
