Requirements for flexible operating mechanisms
On December 22, the Dien Bien Provincial Federation of Labor (LDLD) opened the 13th Provincial Trade Union Congress, term 2025 - 2030. Accordingly, the Congress has the motto "Solidarity - Mass Government - Discipline - Innovation - Development" with 150 delegates attending, representing over 7,000 union members in the province.
Speaking at the Congress, Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor emphasized that in the current context, innovating the method of leading and directing trade union activities is an urgent requirement.
In particular, when there are no more unions at the grassroots level, the Provincial Federation of Labor must directly manage and direct grassroots unions. Therefore, it requires a more flexible, tighter and more professional operating mechanism to ensure smoothness in implementing tasks.
The Vice President of the Vietnam General Confederation of Labor also suggested that trade unions at all levels of Dien Bien province need to strengthen training and fostering of cadres, especially paying attention to the grassroots trade union cadres.
Regarding the core tasks, Mr. Phan Van Anh requested to perform well the function of representing and protecting the legitimate and legal rights and interests of union members and workers.
In addition, promote dialogue and collective bargaining to solve problems such as: wages, bonuses, working conditions, in which special attention is paid to female workers and workers in disadvantaged areas.

Deploying the construction of the Provincial Federation of Labor Headquarters
Recognizing the contributions of the trade union organization to the overall development of the province, Mr. Le Thanh Do - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Dien Bien province suggested that in the coming term, the Provincial Federation of Labor should promote propaganda and mobilization to develop union members, especially in private enterprises and cooperatives.
Mr. Le Thanh Do also requested that trade unions at all levels proactively participate with employers in signing and implementing collective labor agreements.
Improve occupational safety and hygiene skills and cultural life for workers. At the same time, continue to effectively implement the "Union Shelter" Program and patriotic emulation movements.
Mr. Le Thanh Do added that in the coming time, the Provincial Federation of Labor needs to proactively coordinate with the provincial departments, branches and sectors and the specialized departments of the Vietnam General Confederation of Labor to review and complete the dossier to adjust the investment policy for the project to build the Provincial Federation of Labor Headquarters, submit to competent authorities for decision and organize implementation in 2026.
