Attending the conference were Mr. Huynh Thanh Xuan - Vice President of the Vietnam General Confederation of Labor (VGCL); Mr. Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Gia Lai province; and representatives of 9 provincial VGCLs in the Emulation Cluster including Gia Lai province (cluster leader), Nghe An (deputy cluster leader), Quang Ngai (deputy cluster leader), Thanh Hoa, Ha Tinh, Quang Tri, Dak Lak, Khanh Hoa and Lam Dong.
Effectively implement care work
In 2025, Trade Union levels in the Emulation Cluster closely follow the leadership of the Vietnam General Confederation of Labour, proactively and comprehensively deploy all aspects of Trade Union work. Prominent is the effective organization of patriotic emulation movements associated with caring for, representing, and protecting the legitimate and lawful rights and interests of union members and workers (ĐV, NLĐ).

The work of caring for the material and spiritual life of workers continues to be a bright spot, especially during the Lunar New Year, Workers' Month, Action Month on Occupational Safety and Health and when natural disasters and storms occur...
The work of participating in policy and law making, supervision, social criticism, and legal advice has had positive changes, contributing to stabilizing labor relations, limiting disputes and complex lawsuits...
At the conference, Vice President of Gia Lai Provincial Labor Federation Nguyen Thi Thanh Thuy informed about the results of scoring and ranking emulation of the Vietnam General Confederation of Labor and announced the units proposed for commendation. Accordingly, Gia Lai Provincial Labor Federation led with 495.27 points; ranked 2nd, 3rd and 4th respectively are Thanh Hoa, Khanh Hoa and Nghe An Provincial Labor Federations.

From the evaluation results, the Emulation Cluster unanimously proposed that the Vietnam General Confederation of Labor award the Emulation Flag to the Gia Lai Provincial Labor Federation; award Certificates of Merit to the Thanh Hoa, Khanh Hoa and Nghe An Provincial Labor Federations.
At the conference, representatives of the Quang Ngai Provincial Labor Federation presented the draft Work Program of the Emulation Cluster for 2026, with the theme "Promoting innovation and creativity; concretizing and bringing the Resolution of the Party Congress, Fatherland Front, and Trade Union into life".

Accordingly, the Emulation Cluster focuses on implementing key targets such as striving for 100% of the Provincial Labor Federation to achieve and exceed the emulation targets in 2026; 100% of the Provincial Labor Federation to have emulation projects with signs to celebrate the 14th Vietnam Trade Union Congress; developing and promulgating programs and plans to implement the Resolutions of the Party Congress, the Vietnam Fatherland Front Congress and the Vietnam Trade Union Congress; developing plans and deploying inspection and supervision work, focusing on trade union finance and assets; organizing at least 1 activity to celebrate the 14th Vietnam Trade Union Congress.
In the discussion, representatives of the Labor Federations of provinces in the Cluster proposed and recommended removing difficulties and obstacles arising in the process of task implementation, especially for the model of Commune and Ward Trade Unions after mergers...

The conference elected the Nghe An Provincial Labor Federation as the Head of the Emulation Cluster in 2026, the Deputy Heads include the Quang Ngai and Dak Lak Provincial Labor Federations; handed over the tasks of the Cluster Head, awarded the Rotating Flag of the Cluster Head unit; launched the emulation movement in 2026; signed the emulation agreement in 2026.
Focus on taking care of Tet for union members and workers
Speaking to direct, Vice President of the Vietnam General Confederation of Labor Huynh Thanh Xuan acknowledged and praised the efforts and outstanding results achieved by the Emulation Cluster in 2025. He also highly agreed with the tasks, solutions, and models that the Emulation Cluster has reported on the action programs and emulation agreements for 2026.

Before the great success of the 14th National Party Congress, opening a new era for the nation, along with a new atmosphere, I believe that the Emulation Cluster as well as each unit will continue to promote the achieved results, show high determination in overcoming difficulties, proactively deploy new fields and tasks, thereby achieving more new results, worthy of the requirements of the task," Mr. Huynh Thanh Xuan emphasized.
The Vice President of the Vietnam General Confederation of Labour requested the Emulation Group to organize the dissemination and development of action programs and plans to effectively implement the Resolution of the 14th Party Congress, the Resolution of the VFF Congress and Trade Union Congresses at all levels, the Resolution of the 14th Vietnam Trade Union Congress... associated with major resolutions and guidelines of the Central Government and the Resolution of the Provincial Party Congress, especially 9 strategic and breakthrough resolutions directly related to workers, businesses and trade union organizations.

Continue to strongly innovate the content and methods of operation in a urgent, practical, and effective direction; pay attention to the work of caring for, representing, and protecting the rights of union members and workers, in the immediate future, organize good activities to care for Binh Ngo Tet 2026; promote the effectiveness of models and operating experiences of emulation clusters.
Regarding proposals and recommendations, Mr. Huynh Thanh Xuan said that he will record, fully absorb and report to the Standing Committee, the Standing Board of the Party Committee of the Vietnam General Confederation of Labor to study and promptly direct removal and resolution. At the same time, advise and propose to the Party Committee of the Vietnam Fatherland Front, central mass organizations; the Central Committee of the Vietnam Fatherland Front to propose to competent authorities to amend new regulations and guidelines issued according to new mechanisms and models but still inadequate.
