Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor, Head of the Trade Union Charter Sub-committee - chaired the workshop.
The workshop was attended by delegates, representatives of departments of the Vietnam General Confederation of Labor, standing committees of the Labor Federations of provinces and cities, and representatives of trade unions.
In the process of implementation, the provisions of the Charter are basically consistent with trade union activities at all levels.
However, due to the rapid development of the country's socio-economic situation, many new, difficult, and unprecedented issues have emerged, directly and multidimensionally impacting the workers' movement and trade union activities, labor relations continue to develop in a complex direction, leading to some provisions of the Charter still revealing inadequacies in the face of changes and new requirements of the country's socio-economic situation.
Along with that is the arrangement and streamlining of the organizational structure of the political system in the spirit of Resolution 18 of the 12th Central Committee of the Party, which is a legal corridor, an important political basis for the Vietnam Trade Union organization to promptly study and concretize into the Charter of the Vietnam Trade Union.
At the workshop, delegates contributed many opinions, especially the model of trade union activities after merging administrative units, agencies, and units.
Speaking at the conclusion of the workshop, Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung highly appreciated the enthusiastic, accurate, practical, and highly feasible contributions, showing the understanding and closeness to workers and grassroots trade union activities of the delegates.
According to Vice Chairman Nguyen Xuan Hung, in reality, there are some inadequacies and difficulties in operation, but it is necessary to gradually remove them, both doing and researching and contributing opinions and recommendations to higher-level agencies and related units.

After this workshop, the Trade Union Charter Sub-committee will continue to listen to and absorb comments to try to complete the draft revised Trade Union Charter in line with the actual situation.
However, according to Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung, the contributed opinions closely follow the viewpoints: In accordance with the guidelines and regulations of the Party and State; The Charter must cover trade union activities; The Charter must be designed to be open so that it is flexible when applied and implemented; Clear and coherent with the functions and tasks of each level and have a coordination mechanism with relevant units; Increase the functions, tasks and new models, but not disrupt the old models.
It is expected that in the near future, the Vietnam General Confederation of Labor will organize a number of workshops to collect opinions on amending and supplementing the Charter of the Vietnam Trade Union.
Previously, on January 23, 2026, a conference was held in the Southern region. The Conference Organizing Committee received 43 groups of direct opinions at the conference and more than 20 articles contributing opinions sent for study and reception.
From November 21, 2025 - December 31, 2025, the Vietnam General Confederation of Labor has consulted trade union levels on amending and supplementing the Charter of the Vietnam Trade Union.
Basically, the opinions contributed by officials and union members at all levels agreed and highly agreed on the layout, structure, and content of amending and supplementing the Trade Union Charter this term. The opinions have been fully collected by the Trade Union Charter Sub-committee of the General Confederation to serve the research and reception into the draft Trade Union Charter. However, some opinions still have concerns that it is necessary to continue to collect opinions from delegates at workshops.
