On the afternoon of June 17, the survey delegation of the Vietnam General Confederation of Labor (VGCL) had a working session with the Gia Lai Provincial VGCL on the implementation of Resolution 6a/NQ-TLĐ dated January 6, 2011 of the Executive Committee of the VGCL on continuing to innovate the content, methods and improve the quality of activities of grassroots trade unions (CĐCS).

The working session was chaired by Mr. Doan Duc Han - Member of the Executive Committee of the Vietnam General Confederation of Labor, Deputy Head of the Labor Relations Department of the Vietnam General Confederation of Labor; Mr. Ha Duy Trung - Member of the Executive Committee of the Vietnam General Confederation of Labor, Vice Chairman of the Vietnam Fatherland Front Committee of the province, Chairman of the Gia Lai Provincial Labor Federation.
Improving the quality of grassroots trade unions
At the working session, Mr. Ha Duy Trung requested representatives of commune and ward trade unions; grassroots trade unions to frankly reflect difficulties and obstacles close to reality, in the right focus for the survey delegation to grasp, summarize and propose appropriate solutions.

Reporting on the implementation of Resolution 6a/NQ-TLĐ, Vice Chairman of Gia Lai Provincial Labor Federation Nguyen Thi Thanh Thuy said that in the period 2011-2025, Trade Union levels in the province have seriously implemented the resolution and achieved many positive results.
The quality of grassroots trade unions has been gradually improved, affirming the role and position of the Trade Union organization, becoming a fulcrum for union members and workers (ĐV, NLĐ).
After the merger, the Provincial Labor Federation currently manages 19 Commune and Ward Trade Unions, 891 Grassroots Trade Unions (CĐCS) with 79,388 ĐV/87,086 workers, civil servants, and laborers (CNVCLĐ).
However, there are still some shortcomings and obstacles such as the slow innovation of Trade Union activities; the quality of grassroots trade unions, especially in the business sector, has not met practical requirements. The team of grassroots trade union officials is mostly part-time, dependent on businesses, frequently fluctuating, with a large volume of professional work, and limited time for Trade Union activities, leading to low representation efficiency.

Collecting trade union fees in non-state enterprises is still difficult, many units have not implemented regulations correctly but have not had effective handling measures. The work of developing union members and establishing grassroots trade unions in small businesses and business households is still limited; some grassroots trade unions operate formally, not attracting workers, and the role of policy supervision is not clear...
Proposing to remove bottlenecks for grassroots levels
At the working session, the Vice Chairman of Gia Lai Provincial Labor Federation requested the Vietnam General Confederation of Labor to study and amend and supplement Resolution 6a/NQ-TLĐ in accordance with the requirements and tasks in the new period, creating a basis for continuing to innovate the content, methods and improve the quality of grassroots trade union activities.

Ms. Thuy also proposed that the Vietnam General Confederation of Labour soon issue regulations on grassroots trade union organizations (GS); study assigning authority to commune and ward trade unions and grassroots trade unions to facilitate the implementation of tasks; consider investing in synchronous digital transformation infrastructure to strengthen connection and data sharing between trade union levels...
Representative of NĐCS Mai Danh Wedding Service proposed that the Vietnam General Confederation of Labor soon issue operating guidelines for NĐCS and consider supporting operating expenses.
Grassroots trade unions also proposed investing in a common digital platform, improving union member welfare; building a set of specific trade union evaluation criteria; providing in-depth training and fostering for trade union officials to improve the capacity to represent and protect the rights of union members and workers; promoting digital transformation in reporting to reduce pressure and save time for grassroots levels...
Speaking at the working session, Mr. Doan Duc Han assessed the opinions and recommendations of commune and ward trade unions, grassroots trade unions closely following the reality and content of Resolution 6a/NQ-TLĐ. He acknowledged, received and said that he would fully summarize the proposals to report to the Vietnam General Confederation of Labor.
Recognizing the results achieved after 15 years of implementing the resolution, Mr. Han said that he will advise the Vietnam General Confederation of Labor to study and issue a new resolution to replace it, suitable for practical requirements in the new period.
In the last 6 months of 2026, Mr. Han proposed that the Provincial Trade Union focus on developing UMs, establishing grassroots trade unions; participate in introducing and fostering party member development, and complete the assigned targets. Continue to review, arrange, and consolidate the Trade Union organization, especially the Trade Union of non-business units, the Trade Union of communes and wards, and the Trade Union of industrial parks.
The Provincial Labor Federation must develop regulations on coordination with commune-level Party committees to reduce administrative work for full-time Trade Union officials, to focus on Trade Union activities; strengthen professional training for Trade Union officials; continue to systematize documents, promote synchronous digital transformation throughout the system...
