The Khanh Hoa Provincial Labor Federation (LĐLĐ) has just issued a program to implement breakthroughs according to the Resolution of the 1st Provincial Trade Union Congress, term 2025–2030.
In which, the focus is on promoting dialogue and collective negotiation to improve salaries, bonuses, working hours, rest hours and occupational safety and health conditions for workers.
According to leaders of the Khanh Hoa Provincial Labor Federation, the goal of the program is to create a strong change in the quantity and quality of dialogue and collective bargaining at all levels of trade unions.
Thereby, promoting the role of the team of grassroots trade union presidents (CĐCS) and full-time trade union officials in supporting and accompanying workers and businesses.
One of the key contents is to improve the capacity of trade union officials. Accordingly, training and fostering trade union officials at all levels is identified as a regular task, associated with practical requirements in trade union activities.
The program also sets out many specific targets. In which, 100% of grassroots trade unions in the state sector and at least 85% of grassroots trade unions in enterprises and units outside the state sector participate with employers in building and implementing grassroots democracy regulations.
At least 85% of grassroots trade unions of non-state-owned enterprises coordinate to organize employee conferences and periodic dialogues at the workplace.
By the end of the term, strive for at least 85% of enterprises and units with trade union organizations that meet the legal conditions to be negotiated and signed collective labor agreements by trade unions.
Collective labor agreements must cover at least 85% of union members and employees at enterprises with trade union organizations.
One of the proposed solutions is to pilot collective bargaining by business groups, striving to sign at least one collective labor agreement with the participation of many businesses, focusing on fields such as seafood processing and tourism - services.
According to the plan, 100% of grassroots trade union presidents of enterprises will be trained in knowledge and skills for dialogue and collective bargaining.
The Provincial Labor Federation will build a database on dialogues and high-quality collective labor agreements to share with grassroots trade unions.
At the same time, study the establishment of a team of experts to support dialogue and collective negotiation by area, including trade union officials at all levels and experts outside the trade union system, to support grassroots trade unions when necessary.
