In particular, the focus is on representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers, building harmonious, stable, and progressive labor relations in enterprises; continuing to innovate and be creative in propaganda, mobilization, and organization of patriotic emulation movements.
Complete the organizational model and apparatus, focus resources on building a streamlined, strong team of union cadres with the ability to adapt to meet the requirements of the digital age, contributing to building a strong union organization, actively contributing to the socio-economic development of the province and the country.
Strive to have 90% or more of union members and workers disseminated, disseminated, studied, and thoroughly understood the Party's guidelines and resolutions, the State's policies and laws related to labor and trade unions by the end of the term; strive to establish grassroots unions in 85% of enterprises with 15-25 or more employees; strive to have 95% or more of employees in enterprises with trade union organizations as union members; strive to increase at least 200,000 union members by the end of the term.

Every year, on average, each grassroots trade union introduces at least 1 outstanding union member for the Party to consider, train and admit. During the term, strive to have at least 36,000 initiatives of union members and workers applied in production, business and work activities; have 200 topics and initiatives or more awarded the Certificate and Badge of Creative Labor by the Vietnam General Confederation of Labor; select and implement at least 2-3 emulation models of "Skilled Mass Mobilization". At the same time, it is recommended to organize at least 1 dialogue conference between cadres, union members with the same-level Party Committee and government...
The breakthroughs identified by the Congress are promoting dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, improving working conditions, and occupational safety and hygiene.
