Directing the thorough grasp and implementation of the Resolution of the 14th Vietnam Trade Union Congress
In the first 6 months of the year, the Party Committee of the Vietnam General Confederation of Labour and Party cells and Party committees have promoted proactiveness, innovated comprehensive leadership and direction methods, creating clear changes in the implementation of political tasks and successfully organizing the 14th Vietnam Trade Union Congress; quickly adapted to the new organizational model, not interrupting work, missing tasks, ensuring internal solidarity and psychological stability of cadres and party members.
According to the Report on the results of Party work in the first 6 months of the year, key tasks for the last 6 months of 2026 presented by Mr. Vu Anh Duc - Deputy Secretary of the Party Committee of the Vietnam General Confederation of Labor, one of the achievements is leading and directing the successful organization of the 14th Vietnam Trade Union Congress.
Based on the results of successfully organizing trade union congresses at all levels, the Party Committee of the Vietnam General Confederation of Labour has focused on leading and directing the preparation and successful organization of the 14th Vietnam Trade Union Congress, term 2026–2031. The Congress comprehensively assessed the results of implementing the Resolution of the 13th Vietnam Trade Union Congress; identified directions, goals, tasks, and solutions for the 2026–2031 term; decided on key programs and projects; approved the Charter of the Vietnam Trade Union (amended and supplemented) and elected the Executive Committee, Standing Committee, positions of Chairman, Vice Chairman, Member of the Inspection Committee, and positions of Chairman of the Inspection Committee of the 14th Vietnam General Confederation of Labour in accordance with regulations.
In particular, the Party Committee of the Vietnam General Confederation of Labour has led and directed the thorough grasp and implementation of the Resolution of the 14th Vietnam Trade Union Congress immediately after the Congress. The Vietnam General Confederation of Labour has organized the launch of the emulation movement "Good Labor, High Productivity, Good Income", contributing to concretizing the Congress Resolution, creating motivation to promote the patriotic emulation movement among workers, civil servants, and laborers, bringing the Resolution into life soon.
A noteworthy point is that the Standing Committee of the Party Committee of the VGCL has focused on leading and directing trade union levels to synchronously implement the tasks of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; linking the implementation of political tasks with caring for the material and spiritual life of workers.
The Standing Committee of the Party Committee of the Vietnam General Confederation of Labour has led and directed the issuance of a Resolution on supporting union members and workers suffering from dangerous diseases and occupational diseases; allocated 100 billion VND from trade union financial sources at the Vietnam General Confederation of Labour level to implement the program. Leading the work of developing union members, participating in building a clean and strong Party
The report on the results of Party work activities in the first 6 months of the year and key tasks for the last 6 months of 2026 also stated that the Standing Committee of the Party Committee of the Vietnam General Confederation of Labour has focused on leading and directing trade union levels to implement the Resolution of the 14th Vietnam Trade Union Congress, which focuses on developing union members, establishing grassroots trade unions and building strong trade union organizations.
Trade union levels have proactively coordinated with Party committees, authorities, state management agencies, businesses and related organizations to promote propaganda and mobilize workers to participate in trade union organizations, especially in the non-state business sector and informal labor sector; linking the work of developing union members and establishing grassroots trade unions with the implementation of Workers' Month 2026 and patriotic emulation movements.
In the first 6 months of 2026, trade union levels nationwide newly admitted 689,430 trade union members, the total number of actual union members increased to 342,474 union members; newly established 4,009 grassroots trade unions, grassroots trade unions. Introduced 25,599 outstanding trade union members for the Party to consider, foster, and admit.
The Party Committee of the Vietnam General Confederation of Labour leads and directs the continued implementation of arranging and consolidating the Trade Union organizational structure in the direction of streamlining, operating effectively, efficiently, and efficiently; organizing preliminary reviews of the implementation of the Central Government's guidelines on arranging the organizational structure and trade union organizational model compatible with local authorities at two levels; promptly proposing solutions to improve the organizational model and improve the quality of activities of trade union levels.

One of the key tasks for the last 6 months of 2026 identified is to direct the early preparation of resources and plans to care for union members and workers during the 2027 Lunar New Year; continue to implement welfare programs, support union members in difficult circumstances, suffering from dangerous diseases, occupational diseases; focus on advising on housing and facilities for workers, health care and improving the material and spiritual quality of life of union members and workers.
In addition, leaders promote the work of developing union members, establishing grassroots trade unions, improving the quality of trade union activities at all levels associated with preliminary reviews and summaries of resolutions and directives of the Party on workers and trade unions. Complete and promulgate the Charter and Guidelines for the implementation of the Charter of the Vietnam Trade Union.
Continue to promote the study and following of Ho Chi Minh's ideology, morality, and style; include this content in the evaluation and exchange in the regular activities of Party cells and Party organizations.
At the Conference, Standing Deputy Secretary, Standing Vice President of the Vietnam General Confederation of Labour Ngo Duy Hieu; Vice Presidents of the Vietnam General Confederation of Labour: Nguyen Xuan Hung, Le Van Nghia gave opinions on some contents in the Report.
In which, Mr. Ngo Duy Hieu suggested that it is necessary to focus on the main tasks and on the basis of the entire system as well as the Party Committee, units need to concretize to implement effectively; it is necessary to pay attention to evaluating cadres quarterly. For Tet care work, there needs to be a specific plan, including appendices.

Speaking at the Conference, Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Secretary of the Party Committee, President of the VGCL emphasized that in the last 6 months of the year, the most important thing is to concretize the Resolution of the 14th Vietnam Trade Union Congress into programs. The Executive Committee meeting taking place in September 2026 must approve these programs. Action programs must be issued in 2026. Units must also develop action programs to implement the Resolution in a specific way, suitable to the unit. These programs must be built according to the principle: Clear people, clear tasks, clear progress, clear completion time, clear output products.
