According to the Quang Tri Provincial Labor Federation, in the context of increasingly diverse labor relations, the role of trade union officials is not only limited to propaganda and mobilization of union members, but also to directly participate in protecting the legitimate and lawful rights and interests of workers. Therefore, the addition of the regulation "trade union officials must have collective dialogue and negotiation skills" is necessary.
Emphasizing collective bargaining skills also shows the direction of improving the quality of trade union officials in the new period. Trade union officials need to understand labor laws, grasp the thoughts of union members, know how to synthesize recommendations and be able to exchange with employers in a constructive spirit. When dialogue is organized methodically, many conflicts can be resolved early, limiting the occurrence of labor disputes.
In addition, the Quang Tri Provincial Labor Federation contributed opinions to clarify the concept of full-time trade union officials.
According to the proposal, full-time trade union officials are people who are elected, recruited, appointed, and assigned to regularly undertake work in the Trade Union organization and receive salaries from the Trade Union budget.
Another noteworthy content is comments on the rights and responsibilities of trade union officials. The Quang Tri Provincial Labor Federation proposed to supplement the responsibility of building a strong Trade Union organization; mobilizing, attracting, and gathering members and organizations of employees at enterprises to join the Vietnam Trade Union. Trade union officials need to update and manage union member records, reports, inspection and supervision work on a digital platform; publicize and transparentize trade union activities according to the guidance of the Vietnam General Confederation of Labor.
This content is consistent with the requirements of digital transformation in trade union activities. When union member data, records, and reports are updated on a digital platform, the Trade Union organization has conditions to manage more closely, reduce administrative procedures and improve operational efficiency. Publicity and transparency are also important factors to strengthen the trust of union members and workers in the Trade Union organization.
Regarding the conditions for establishing grassroots trade unions, the Quang Tri Provincial Labor Federation proposed to stipulate that grassroots trade unions are established when there are 10 or more union members or employees, who have voluntarily applied to join the Vietnam Trade Union in one or more organizations, units, and enterprises. According to current regulations, grassroots trade unions are established when there are 5 or more union members or employees. However, practice shows that grassroots trade unions with too small scale, only from 5 union members, often face many difficulties in organizing activities, arranging staff, and maintaining activities.
