At the recent dialogue conference with workers organized by the People's Committee of Bac Giang province and the Bac Giang Provincial Federation of Labor, there were opinions that currently, the salary of civil servants doing support and service work in schools (accountants, health workers, library workers...) is much lower than that of teachers in the classroom despite the large workload, and having to concurrently hold many additional tasks.
For example, job accountants are required to be meticulous, highly responsible and under great pressure, however, the current regulation is that the monthly job responsibility allowance is 0.1 times the basic salary (stipulated in Circular No. 04/2018/TT-BNV dated March 27, 2018 of the Ministry of Home Affairs).
With the current salary and income in the context of increasing living costs, it is very difficult to ensure their lives; many employees have to find extra work after work, many cases have resigned.
Faced with the above difficulties and shortcomings, cadres and union members at a number of school trade unions proposed and requested provincial leaders to continue to pay attention to giving opinions, requesting competent authorities to study and adjust the increase in work responsibility allowances for these subjects to increase income, stabilize life and work with peace of mind.
Regarding this content, according to the Department of Home Affairs of Bac Giang province, currently, school administrative staff such as: accountants, health workers, librarians, for Grade III civil servants (versational qualifications standards) apply the salary scale of type A1 civil servants (from salary coefficient 2.34 to salary coefficient 4.98) equivalent to other professional titles such as primary school, secondary school, high school, doctor, etc.
For testing equipment staff, only the salary table for type A0 civil servants (from salary coefficient 2.10 to salary coefficient 4.89) is applied, lower than the general level of other civil servant positions.
School administrative staff do not have or have very low allowances. Thus, the reflection of the civil servant is well-founded.
In this content, the Department of Home Affairs said that it has proposed and recommended to the Central Government to pay attention to the allowance and increase the allowance for school administrative staff. In the coming time, the Department of Home Affairs will continue to make recommendations and proposals to the Central Government to pay attention to allowances for school administrative staff.
