Decree 151/2025/ND-CP regulating the division of authority of local authorities at 2 levels, decentralization of authority, and delegation of authority in the land sector takes effect from July 1, 2025
In particular, the authority of the District People's Committee according to the provisions of the Land Law shall be transferred to the Chairman of the Commune People's Committee, including: Issuing a Certificate of land use rights and ownership of assets attached to land as prescribed in Point b, Clause 1, Article 136 and Point d, Clause 2, Article 142 of the Land Law; Re-determining the residential land area and issuing a Certificate of land use rights and ownership of assets attached to land as prescribed in Clause 6, Article 141 of the Land Law.

Employees specified in Points a, b, c, i, k, l, Clause 1 and Clause 2, Article 2 of the Law on Social Insurance who are sent to study, intern, work abroad and still receive salary in the country are subject to compulsory social insurance.
norms for cars serving general work at the commune level
Decree No. 153/2025/ND-CP amends and supplements a number of articles of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government regulating standards and norms for the use of automobiles, effective from July 1, 2025.
The Decree supplements regulations on cars for general work at the commune level. Accordingly, the quota for the use of cars for general work is a maximum of 2 cars/commune.
In addition, the Decree also amends and supplements regulations on cars serving the general work of provincial-level agencies, organizations and units.

Decree No. 152/2025/ND-CP stipulates decentralization and delegation of authority in the field of emulation and rewards; details and guides the implementation of a number of articles of the Law on Emulation and Rewards, effective from July 1, 2025.
The Decree clearly stipulates decentralization and delegation of specific tasks and powers of state management in emulation and reward.
According to Decree 152/2025, decentralization and delegation of authority in the field of emulation and reward is carried out in accordance with the principle of ensuring compliance with the provisions of the Constitution; in accordance with the principles and regulations on decentralization and delegation of authority of the Law on Organization of the Government, the Law on Organization of Local Government; unify the legal system, avoid overlap or conflict between legal documents when implementing decentralization and delegation of authority.
