Decision No. 1383/QD-BCA of the Ministry of Public Security takes effect from March 1, 2025.
The Ministry of Public Security provides detailed instructions on the procedure for first-time online vehicle registration throughout the entire process for domestically manufactured and assembled vehicles.
Implementation procedures
Step 1: The vehicle owner logs in with a level 2 identification account on the public service portal or the National Identification Application and accurately, completely and honestly declares the contents in the electronic vehicle registration form and follows the instructions (the vehicle owner does not need to sign).
Step 2: The vehicle owner selects the license plate: identification plate ( Selects the identification plate); confirms the auction plate; or presses a new license plate (if there is no identification plate) on the public service portal or the National Identification Application.
Step 3: The Public Service Portal, the National Identification Application notifies the public service code and license plate issued to the vehicle owner; instruct to pay the vehicle registration fee via text message or email address or notification on the National Identification Application for the vehicle owner to pay the fee via payment utility integrated on the Public Service Portal, the National Identification Application.
Step 4: After successfully paying the vehicle registration fee, the public service portal, the National Identification Application notifies the vehicle owner of the completion of the fee payment.
Step 5: The vehicle registration officer receives, checks, and corrects the first-time vehicle registration data online from the public service portal, the National Identification Application to the vehicle registration and management system; prints the vehicle registration declaration and vehicle registration certificate.
After that, the officer submitted to the competent authority for approval, signing the vehicle documents, the vehicle registration certificate, the vehicle registration book and related documents; stamping the vehicle documents.
The officer returns the vehicle registration certificate and license plate (aftershocks the identification stamp on the auction winning license plate or the license plate of a vehicle using clean energy, green energy, and environmentally friendly) to the vehicle owner via postal service or directly at the vehicle registration agency.
Step 6: The vehicle owner receives notification of the vehicle registration result from the public service portal and the National Identification Application.
Receive the vehicle registration certificate and license plate via the postal service or directly at the vehicle registration agency and submit the factory quality inspection form (with a copy of the engine number and chassis number stamped by the manufacturing facility).
In case the vehicle owner does not submit or the information provided with the copy of the engine number or chassis number is not in accordance with the declared information, the vehicle owner must bring the vehicle to the vehicle registration agency for inspection and receive the vehicle registration results.
In case there is no paper copy, submit a printed copy from the electronic database system of the factory quality inspection form with a copy of the engine number and chassis number stamped by the vehicle manufacturer.
Step 7: The vehicle registration officer receives the factory quality inspection certificate to check, compare with the data on the vehicle registration and management system, sign the inspection and comparison on the copy of the engine number and chassis number of the vehicle to save in the vehicle registration file; scan the copy of the engine number and chassis number of the vehicle and upload it to the vehicle registration and management system.
How to do it
The vehicle owner must declare the vehicle registration on the Public Service Portal or the National Identification Application. The vehicle registration agency receives documents during working hours.
Return the results via postal service or directly at the vehicle registration agency.
Component of the dossier
Vehicle registration declaration (Form DKX10/79 issued with Circular No. 13/2025/TT-BCA dated February 28, 2025 of the Minister of Public Security).
Vehicle owner's documents: Use the Level 2 Electronic Identification Application to log in on the Public Service Portal or the National Identification Application.
Vehicle documents (use electronic data of the factory quality inspection form; electronic invoice; registration fee). The factory quality inspection certificate (with a copy of the machine number and chassis number stamped by the manufacturing facility).
Scope of settlement
Issuing a vehicle registration certificate, issuing a new vehicle registration plate: No more than 2 working days from the date of receiving a complete and valid dossier.
Issuing vehicle registration certificates, issuing new license plates for auction-winning vehicles, issuing identification license plates: No more than 7 working days from the date of receiving a complete and valid dossier.
For cases that require payment of vehicle registration fees, the time limit for handling vehicle registration is calculated from the time of receiving all valid documents and the vehicle owner completes the payment of vehicle registration fees.
