On December 24, the Vietnam General Confederation of Labor held a workshop to deploy the Project "Trade unions promote the building of a culture of labor safety at the workplace in the period of 2025-2030". Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor - chaired.
Speaking at the workshop, Mr. Ngo Duy Hieu emphasized that this is a new project, implemented throughout the trade union system with the goal of promoting a culture of labor safety at the workplace.
According to Mr. Ngo Duy Hieu, labor safety is a human right, of great concern to countries. The International Labor Organization (ILO) also gave great priority to this content.
In Vietnam, along with development requirements, in recent years, the Party and State have paid great attention to directing to improve the effectiveness of this work, ensuring occupational safety and hygiene for workers with the motto that when each worker leaves his family to work, they will be able to return home safely.
"This is a motto, the desire is very simple but also very great", said Mr. Ngo Duy Hieu.

The labor accident situation is expected to decrease relatively compared to 2024 but is still complicated and still has many potential risks, especially in the informal sector.
In this area, the statistics for assessment and investigation are not complete, there are still many "hiding violations". In response to that requirement, the project to promote the implementation of a culture of labor safety at the workplace will contribute significantly to reducing and reducing occupational accidents and diseases.
Contributing opinions at the workshop, Mr. Dao Quoc Truong - Deputy Head of the Trade Union Work Committee (Khanh Hoa Provincial Labor Federation) - proposed that the Vietnam General Confederation of Labor should include consultation content on proposed policies and regimes as well as legal regulations to encourage businesses to actively participate in the project.
Mr. Truong said that according to Article 4 of Decree 58/2020, the contribution rate for occupational accident and disease insurance is 0.5% for all enterprises.The contribution rate of 0.3% applies to enterprises operating in industries with a high risk of occupational accidents and diseases; the contribution rate prescribed in Point b, Clause 1, Article 4 of this Decree is applied if the following conditions are ensured: Within 3 years from the time of proposal to not be subject to administrative sanctions in the form of fines, not to be prosecuted for criminal liability for violations of the law on occupational safety and hygiene and social insurance; to conduct periodic reporting on occupational accidents and occupational safety and hygiene accurately, fully and promptly within 3 consecutive years before the year of proposal; the frequency of occupational accidents in the previous year must be reduced by 15% or more compared to the average frequency of occupational accidents in the previous 3 consecutive years or not to be calculated for 3 consecutive years before the proposed occupational accident.

I propose that, in addition to the above conditions, when the enterprise achieves the project's safety culture certificate, the occupational accident and disease insurance contribution rate will be reduced to a level lower than 0.3%, said Mr. Truong.
Mr. Truong also proposed that enterprises will be supported with funding for occupational safety and hygiene training according to Article 34 of Decree 88/2020/ND-CP if they achieve certification of occupational safety culture in the project...
