According to the inspection plan for 2026, the leaders of the Government Inspectorate have just assigned the Department of Inspection, settlement of complaints and denunciations in the fields of internal affairs, internal affairs, ethnicity and religion (Department V) to conduct an inspection at the Social Insurance (SI) of Vietnam in 2026.
The inspection content on personnel work before and after the arrangement and streamlining of the apparatus and the implementation of public administrative services. The inspection period is from 2023 to the inspection time, the inspection period is 60 days, expected to be implemented in the first and second quarters of 2026.
The plan is clearly stated through inspection to promptly detect and rectify weaknesses and shortcomings in state management; take strict and legal measures to handle collectives and individuals who violate the law, corruption, waste, and negativity; recommend improving inadequate and loophole policies and laws.
Previously, the Government Inspectorate also conducted an inspection at Vietnam Social Insurance in 2021. Inspection of compliance with policies and laws on organization, staffing, collection and use of social insurance, unemployment insurance, and health insurance funds for the period 2016 - 2020.
Then, in 2023, Vietnam Social Insurance will continue to be subject to inspection by the Inspectorate of the Ministry of Home Affairs, according to Decision No. 185/QD-TTBNV to inspect the implementation of legal regulations on recruitment of civil servants and public employees; appointment of civil servants and public employees for leadership and management; promotion of professional titles of public employees from January 1, 2020 to January 31, 2023 at Vietnam Social Insurance.
At that time, the Inspection Team conducted an inspection at the Department of Organization and Personnel and 39 agencies and units including 37 provincial Social Insurance agencies and 2 affiliated public service units.
Notably, through the inspectorate, it was discovered and recommended that competent authorities handle cases of recruitment, promotion, and appointment that were not in accordance with regulations.
Regarding the limitations, shortcomings and recommendations stated in the Inspection Conclusion, the leaders of the Ministry of Home Affairs have requested the leaders of Vietnam Social Insurance to direct agencies and units to seriously implement them; organize a review of the responsibilities of relevant agencies, units and individuals for appropriate handling according to regulations.
The 2026 inspection plan at Vietnam Social Insurance of the Government Inspectorate was recently released, in the context of prolonged social insurance debt being a burning issue, raising many questions about the supervisory capacity of the social insurance agency.
In the article "Extended social insurance debt - A minus point in the supervisory capacity of the Social Insurance agency" published in October 2025, informing Lao Dong Newspaper, Vietnam Social Insurance said that in 2024 and the first 4 months of 2025, the entire Vietnam Social Insurance system conducted inspections and examinations at 22,928 units.
According to Vietnam Social Insurance, the total amount of money that inspected and inspected units were late in paying before the inspection decision was 2,106.8 billion VND; the amount recovered during the inspection period was 1,099.8 billion VND.
Vietnam Social Insurance also said that in 2024 and the first 4 months of 2025, this unit issued 1,948 decisions on administrative sanctions for social insurance, unemployment insurance, and health insurance contributions. However, the total amount of fines paid to the State budget is only 61.1 billion VND.
Thus, despite inspections, the amount of unrecovered social insurance is still VND 1,007 billion (accounting for 47%). The total amount of fines paid to the State budget is still modest.
In the report for the first 9 months of the year, although it did not clearly state the amount of late social insurance payment, Vietnam Social Insurance also admitted that this late payment amount continued to increase.
