Hanoi will pilot the limitation of trucks with a total weight of 10 tons or more, container trucks, and tractors traveling on some routes towards Ring Road 3 during rush hour to reduce traffic congestion.
According to the latest announcement from the Hanoi Department of Construction sent to freight transport business units in the city on coordinating the implementation of the pilot plan to adjust traffic organization for freight vehicles, Hanoi will pilot the limitation of trucks with a load capacity of 10 tons or more, container trucks, and tractors traveling on Thang Long Avenue and National Highway 32 in the direction of Ring Road 3. Limited time in the morning is from 6:30 to 9:00, in the afternoon from 16:30 to 16:30.
The pilot period lasts for 3 months, from January 1, 2026 to March 31, 2026.
The Department of Construction recommends that freight transport business units proactively review and adjust transportation plans, routes and travel times of vehicles to comply with the pilot traffic organization plan; promptly report difficulties and problems to the Department for consideration and handling.
Ring Road 3 is nearly 70km long, with the direction of Nam Thang Long - Mai Dich - Phap Van - Thanh Tri - Sai Dong - Ninh Hiep - Dong Xuan bridge and connecting with Bac Thang Long - Noi Bai road. This is a vital traffic route, playing an important role in connecting the inner city and inter-regional areas of the capital.
According to the Department of Construction, in recent years, Ring Road 3 has often experienced congestion during rush hour, especially the elevated section of Ring Road 3, where traffic volume exceeds the designed capacity many times. The pilot limitation of some vehicles according to the time limit is expected to contribute to reducing traffic pressure on the route.
Previously, in early December 2025, Hanoi City also agreed to continue implementing a plan to limit cars with more than 16 seats from circulating in the old town and around Hoan Kiem Lake during rush hour. The authorities are assigned to study expanding the scope of restrictions in accordance with the actual situation, ensuring traffic order and safety and reducing congestion in Hoan Kiem and Cua Nam wards.
According to the Hanoi Department of Construction, the limitation of cars with more than 16 seats has received the consensus and support of people and tourists. Vehicles basically comply with regulations, contributing to making traffic in the old town and Hoan Kiem Lake more open, limiting serious congestion during rush hour.
