Dien Bien - Tightening occupational safety and health (OSH) and improving income for union members is a key issue being implemented by trade union levels.

Over the past time, activities to care for the lives and protect the legitimate and lawful rights of union members and workers in Dien Bien province have recorded many bright spots.

At Dien Bien Cement Joint Stock Company, when there are 246 officials and workers operating in 7 trade union groups, the problem of income and working conditions is always prioritized by the Company's leaders.

Mr. Nguyen Van Hoa - Chairman of the Company's Grassroots Trade Union (CĐCS) said: "The specificity is that it is a heavy industry, with a high potential risk of labor unsafety. Therefore, the Trade Union has proactively advised the Board of Directors to continuously improve conditions at the production site".

In 2026, the grassroots trade union successfully proposed many practical welfare plans. Specifically, the company has increased the value of meals for direct workers; built a salary increase roadmap for all officials and employees; and 100% of employees who perform well in occupational safety and health, received Tet bonuses equal to the full 13th month salary.

In addition, trade union activities and regimes for workers still need the involvement of higher-level trade unions to remove obstacles.

Reflecting from the grassroots health sector, representatives of the Tuan Giao Commune Trade Union proposed that it is necessary to consider increasing the on-duty allowance for health officials, especially at the grassroots level. The unit also hopes that the upper-level trade union will have opinions so that workers can soon enjoy a commensurate allowance.

According to Mr. Nguyen Manh Tuan - Vice Chairman of the Trade Union of the Dien Bien Provincial Center for Disease Control (CDC), the Provincial Labor Federation needs to organize thematic supervision sessions related to ensuring the labor environment at related enterprises and units.

Regarding administrative procedures, Mr. Nguyen Quoc Hoang - Chairman of Dien Bien Phu Ward Trade Union also proposed that it is necessary to soon upgrade the document processing software system, helping the coordination and settlement of procedures between grassroots trade unions, ward trade unions and the Vietnam Fatherland Front Committee of the ward to be smooth.

From the difficulties at the grassroots level, Mr. Tan Minh Long - Chairman of the Dien Bien Provincial Labor Federation affirmed that employment, wages and OSH conditions are the central tasks of Trade Union levels.

In the coming time, the Provincial Labor Federation will organize a thematic supervision on ensuring labor safety, paying special attention to grassroots trade unions in the production and business sector. The Trade Union will conduct surveys, select and build model points on OSH so that units can learn and replicate" - Mr. Long emphasized.

In order to aim for practical activities in 2026, leaders of the Dien Bien Provincial Labor Federation also requested grassroots trade unions to proactively pay attention, listen, receive and summarize recommendations related to the implementation of regimes and policies of union members and workers.

Develop a plan to respond to "Workers' Month" associated with the Action Month on OSH, fire and explosion prevention in 2026 in accordance with the reality of each unit. Promote emulation movements for good labor and creative labor.

Visiting and supporting workers in difficult circumstances, who have suffered labor accidents, occupational diseases. Paying special attention to supporting workers directly involved in production and considering proposals to build "Trade Union Homes" for union members.

Encourage coordination with employers to organize dialogues at the workplace, periodic health check-ups, and improve working conditions.
