Many businesses owe insurance
In Nghe An, as of July 2026, the whole province has 1,191 units that are late in paying social insurance, health insurance, and unemployment insurance with the amount of late payment interest calculation being more than 182.7 billion VND, accounting for 1.31% of the revenue plan. The rate of late payment interest calculation decreased by 0.21% compared to the same period in 2025. In the first 4 days of August 2026 alone, 33 units in Nghe An have overcome late payment of social insurance, health insurance, and unemployment insurance with a total amount of nearly 1.7 billion VND.
In Ha Tinh, the Provincial Social Insurance said that as of July 31, 2026, the total amount of late payment and evasion of social insurance interest calculation from 3 months or more is 126.1 billion VND, accounting for 2.47%. The whole province has 2,741 units owing over 3 months with an amount of 170.7 billion VND. In which, the group of individual business households, cooperatives and non-state enterprises has 1,294 units, the amount of late payment is 104.3 billion VND. The enterprise with the largest amount of late payment is statistically recorded by Ha Tinh Provincial Social Insurance is Ben Thuy Shipbuilding One Member Limited Liability Company with more than 34.7 billion VND. Ha Tinh Road Construction Joint Stock Company No. 1 is late payment of more than 3.1 billion VND.
Ha Tinh Provincial Social Insurance assessed that besides some units that are really facing difficulties in production and business, many business owners have not fully fulfilled their insurance contribution obligations even though they have been notified by the Social Insurance agency of the late payment amount, invited to work and urged many times.
By the end of June 2026, the total amount of social insurance collected in Quang Tri province reached more than 2,924 billion VND, equivalent to 47.4% of the plan assigned by Vietnam Social Security. Meanwhile, the amount of late payment of social insurance, health insurance, and unemployment insurance is still at more than 149 billion VND.
Through review, the social insurance agency recorded hundreds of businesses and units still late in payment, including debts that have existed for many years. Notably, Cosevco 1 Materials and Construction Production Joint Stock Corporation, located in Ba Don ward, Quang Tri province, is late in payment of more than 23.5 billion VND for 137 months. Of this, late payment of social insurance is more than 6.3 billion VND, and late payment interest has reached more than 17.2 billion VND.
Publicize the list, inspect businesses that are late in paying
The fact that businesses are late in paying social insurance for a long time may cause workers difficulties in resolving sickness, maternity, unemployment, retirement benefits or confirming their insurance participation process when moving places of work.
To reduce the amount of late payment, from the beginning of 2026 to now, Nghe An Provincial Social Insurance has implemented many measures to urge and handle. Every month, the Social Insurance agency reviews the list of units that have been late payment for 3 months or more to post on the Provincial Social Insurance Electronic Information Portal; and sends notices requesting units to fulfill their obligations. From the beginning of the year to now, Nghe An Provincial Social Insurance has sent 9,153 turns of urging documents.
For units that are late in payment for 2 months or more, specialized management officials make plans to work directly. Up to now, the Social Insurance agency has made plans to urge 4,399 units and recover nearly 68 billion VND of late payment money. Nghe An Provincial Social Insurance also invited 498 units that are regularly late to work, thereby collecting more than 10 billion VND.
For cases with signs of late payment and evasion, the social insurance agency issued specialized inspection decisions at 73 units, collecting more than 11.9 billion VND. At the same time, the social insurance agency coordinated with the investigating agency to invite 242 units with late payment and signs of evasion to work, thereby collecting more than 7.1 billion VND.
For units that are slow to pay for a long time, show signs of delay or non-compliance, the Provincial Social Insurance will strengthen specialized inspections, coordinate with the Police and functional agencies, request businesses to make commitment records and develop specific remedial roadmaps.
In Ha Tinh, from the beginning of 2026, the social insurance agency has also reviewed and identified units showing signs of late payment or evasion of payment to implement urging measures. In addition to telephones, sending notices and inviting businesses to work, Ha Tinh Provincial Social Insurance coordinates with the Provincial Economic Zone Management Board, Provincial Police, Provincial Labor Federation and related agencies to propagate and request units to fulfill their obligations.
For cases of prolonged late payment, the social insurance agency conducts specialized inspections, makes records to consolidate dossiers and transfers them to the Police agency for consideration when there are signs of violations. The list of units with prolonged late payment is also publicly announced monthly on mass media.
In Quang Tri, the provincial Social Insurance is strengthening the urging of labor-using units to fully fulfill their obligations; and at the same time transferring information about cases of late payment and evasion of payment to state management agencies, inspectorates and related units for coordination in handling according to their authority.
