Many businesses are delaying
Among the units that are late in payment, the block of enterprises, cooperatives, and individual business households has 2,112 units, with an amount of more than 469 billion VND; the administrative and non-business block has 27 units, with a total amount of more than 1.7 billion VND.
Notably, many businesses have large amounts of late payments, prolonged periods. Although the social insurance agency has implemented many urging solutions, some units have not yet fully deducted and paid, causing the amount of late payments to continue to increase.
Typically, FLC SAMSON GOLF & RESORT Co., Ltd. is 54 months late in payment, with an amount of more than 38.737 billion VND; Thanh Hoa Shipbuilding Industry One Member Co., Ltd. is 105 months late in payment, with an amount of more than 19 billion VND; Song Da 4 Joint Stock Company Branch is 95 months late in payment, with an amount of 12.6 billion VND.
Van Ha Garment Joint Stock Company was late payment for 12 months, with an amount of more than 10.897 billion VND; LILAMA 5 - Bim Son Joint Stock Company was late payment for 65 months, with an amount of more than 9 billion VND.
Some businesses have large amounts of late payments, but the number of remaining workers is very small or all workers have been reduced. Although functional agencies have inspected and examined many times, the late payment amount has not been recovered.
In which, Hancorp Construction Joint Stock Company. 2 was late payment for 163 months, with an amount of more than 43 billion VND; Licogi 15 Joint Stock Company was late payment for 167 months, with an amount of more than 12 billion VND; Hoang Long Shipbuilding Industry Joint Stock Company was late payment for 153 months, with an amount of more than 8 billion VND; Transport Construction Investment Joint Stock Company 838 was late payment for 193 months, with an amount of more than 7 billion VND.
Many businesses fined for evading payment
The fact that units and businesses are late in paying and evading social insurance contributions not only affects the revenue of social security funds but also directly affects the legitimate rights of workers.
One of the notable cases once occurred at Van Ha Garment Joint Stock Company, in Thieu Hoa town, former Thieu Hoa district, now Thieu Hoa commune, Thanh Hoa province.
At the end of January 2025, outraged by the company's long-term late payment of social insurance with an amount of more than 10 billion VND, hundreds of workers stopped working collectively for many days to request settlement of their rights.
After that, functional agencies intervened to resolve it. The former Thieu Hoa District Social Insurance also sent a document to the police agency, proposing to prosecute a criminal case related to the act of evading insurance contributions at Van Ha Garment Joint Stock Company.
According to Lao Dong Newspaper's investigation, from the beginning of 2026 to now, Thanh Hoa Provincial People's Committee has issued decisions to sanction administrative violations against 3 enterprises for evading social insurance contributions, with a total amount of 525 million VND.
CoFo Vietnam Tire Co., Ltd. was fined 190 million VND for evading compulsory social insurance for 140 workers, and was also forced to fully pay the remaining social insurance and health insurance amounts and pay interest according to regulations.
Jasan Thanh Hoa Knitting Co., Ltd. was fined 160 million VND for evading social insurance contributions for 32 employees. Van Anh Tourism and Transport Co., Ltd. was fined 175 million VND for many violations related to social insurance, health insurance and unemployment insurance.
According to Thanh Hoa Provincial Social Insurance, in the coming time, the unit will implement many solutions to limit prolonged late payments, including strengthening specialized inspections on social insurance, health insurance, and unemployment insurance at labor-using units. When violations are detected, functional agencies will make records and handle them according to regulations.
In case cases with signs of crime related to social insurance, health insurance, and unemployment insurance are detected, the social insurance agency will complete the dossier and propose prosecution against the violating unit according to regulations.
