Circular 23/2025/TT-BNV amends and supplements some contents of Joint Circular 11/2005/TTLT-BNV-BLĐTBXH-BTC-UBDT on guiding the implementation of regional allowance regimes.
Accordingly, in the content of list number XXVIII in the Appendix issued together with Circular 23/2025/TT-BNV, regulations on the latest regional allowance coefficient for Ho Chi Minh City in 2026 and the area of application:
Con Dao Special Zone - coefficient 0.7;
Other unit: Bai Canh traffic light station - coefficient 0.4;
Communes: Chau Duc, Kim Long, Xuan Son, Bau Lam, Hoa Hiep - coefficient 0.2;
Thach An, Can Gio, An Thoi Dong, Binh Khanh, Ngai Giao, Nghia Thanh, Binh Gia, Xuyen Moc, Hoa Hoi, Binh Chau communes - coefficient 0.1;
Other units: City lighthouse stations: Vung Tau, Cau Da, Cao Trang, Can Gio A Van; River channel stations; Phu My - coefficient 0.1;
Thi Vai, Phuoc Hoa - Thi Vai - coefficient 0.1.
Regional allowances are determined and paid according to the workplace for those who are working; are determined, calculated, and paid according to the place of permanent residence registration and receive pensions and allocations instead of salaries for retirees and monthly beneficiaries according to regulations.
Regional allowances are paid in the same period as monthly salaries, allowances, and allowances.
In case of going on business trips, studying, treatment, or nursing for a period of one month or more, they shall enjoy regional allowances according to the level prescribed at the workplace, studying, treatment, or nursing place from the date of arrival at the new place; if the new place does not have regional allowances, they will stop enjoying regional allowances at the place before departure.
