On August 25, Mr. Nguyen Cong Dinh - Deputy Director of Hanoi City Social Insurance said that Hanoi has the largest number of people receiving monthly pensions and social insurance allowances in the country with 607,107 people (accounting for nearly 20% of the country), of which the proportion of elderly people is very large (over 80 years old is 114,532 people), the average monthly payment amount is over 4,400 billion VND; the rate of payment through non-cash payment means is 99.89%.
The number of beneficiaries of power of attorney is 107,835 people, of which the number of people whose power of attorney expires before July 1, 2026 is 92,364 people. As of June 30, 2026, the whole City still has 8,189 beneficiaries who have not completed updating power of attorney documents.
To ensure that monthly pension and social insurance allowance payments are not interrupted, contributing to ensuring social security in the Capital, Hanoi City Social Insurance, and the City Public Administration Service Center have advised the City People's Committee to issue Plan No. 271/KH-UBND dated July 10, 2026 to organize a peak period of reviewing, verifying, classifying and supporting the completion of dossiers for cases of expired power of attorney documents throughout the City.
In 15 peak days from July 10, 2026 to July 25, 2026, Hanoi City Social Insurance, City Public Administrative Service Center, City Post Office and People's Committees of communes and wards have closely coordinated, drastically implemented solutions and achieved many positive results.
Promoting the role of the Shock Public Administration Team, organizing support for people at Public Administration Service Points, mobile points and directly at residences for the elderly, people with meritorious services, people with disabilities and people facing travel difficulties.
According to Mr. Nguyen Cong Dinh, with the responsible and drastic involvement of sectors and localities, by July 22, 2026, the review of 92,364 people (completed 3 days ahead of schedule) had been completed, ensuring that monthly pension and social insurance allowance payments were carried out continuously and in accordance with regulations.
