According to Vietnam Social Security, 21 provinces and cities pay pensions and social insurance allowances through personal accounts on the first working day of the month; 13 provinces and cities pay on the second working day of the month.

Provinces and cities paying via account on the first working day of the month - September 3rd (Thursday): Son La, Dien Bien, Lang Son, Nghe An, Quang Ninh, Cao Bang, Bac Ninh, Hung Yen, Ninh Binh, Phu Tho, Tuyen Quang, Hue, Khanh Hoa, Lam Dong, Dak Lak, Ho Chi Minh City, Can Tho, Vinh Long, Ca Mau, Gia Lai, An Giang.
Provinces and cities paying via account on the 2nd working day of the month - September 4th (Thursday): Hanoi, Lai Chau, Thanh Hoa, Thai Nguyen, Hai Phong, Ha Tinh, Quang Tri, Lao Cai, Quang Ngai, Da Nang, Dong Nai, Tay Ninh, Dong Thap.
From September 28th: People can receive pensions and social insurance allowances through the Social Security Benefit Account on VNeID
According to Decree No. 320/2026/ND-CP dated August 13, 2026 of the Government amending and supplementing a number of articles of Decree No. 69/2024/ND-CP regulating electronic identification and authentication, new content related to Social Security Benefit Accounts has been added to the electronic identification system, which is: The first regulation on Social Security Benefit Accounts on the national identification application, and at the same time determining the form of payment of support, pensions and social security benefits through this account. Decree 320/2026/ND-CP takes effect from September 28, 2026.
Specifically, according to Article 1 of Decree 320/2026/ND-CP, the social security benefit account is identified as identification information on VNeID, allowing the electronic identity subject to integrate a payment account, electronic wallet or mobile money account to receive money related to social security policies.
The amounts that can be received include: Support money, pensions, social security payments and other legal funds. Note that this account is not an independent bank account, but VNeID plays the role of an identification platform, where people can integrate their payment accounts, e-wallets or mobile money accounts to serve the purpose of receiving money.
The mechanism for using the Social Security Benefit Account is specifically regulated in Clause 9, Article 9 of Decree No. 69/2024/ND-CP, amended and supplemented by Article 5 of Decree No. 320/2026/ND-CP.
According to new regulations, state agencies, political organizations, socio-political organizations can pay support, pensions, social security and other legal funds from the state budget by transferring money to the Social Security Benefit Account on VNeID.
The use of social security benefit accounts does not mean that all people are required to receive money immediately according to this method. Decree No. 69/2024/ND-CP stipulates that in cases where beneficiaries have not created social security benefit accounts and do not have a written authorization to receive them, social security benefits are still paid in other forms according to current regulations.
This regulation creates flexibility in the implementation process, especially for those who do not have the conditions to use digital payment methods or have not completed account integration on VNeID.
From September 28, 2026, when the regulation takes effect, people eligible for support, pensions and social security policies can proactively create social security accounts on VNeID and integrate appropriate accounts to receive money.
In the process of implementation, propaganda and guidance for people, especially the elderly, people in rural and mountainous areas and those who are not familiar with electronic transactions, will be of great significance.
