Promote the implementation of learning models

The coordination program on promoting lifelong learning activities, encouraging learning, encouraging talents, and building a learning society among workers in the period of 2024 - 2030 between the two agencies clearly states 5 contents, including: Strengthening information and propaganda on the Party's guidelines and policies, the State's policies and laws on encouraging learning, encouraging talents, building a learning society, lifelong learning to raise awareness and unify actions in trade unions at all levels, learning promotion associations at all levels, trade union members, cadres, and members.

Promote the implementation of learning models in families, clans and communities, especially the models of "Learning Citizens" and "Learning Units" according to the Prime Minister 's Decisions .

Encourage the organization of lifelong learning activities: Directly propagate on mass media, seminars, forums on promoting lifelong learning, building a learning society; develop propaganda materials; integrate the content of promoting lifelong learning, building a learning society into professional fields, patriotic emulation movements launched by the two agencies...

Actively respond to the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023 - 2030" according to Decision 1315/QD-TTg of the Prime Minister among workers , civil servants and employees in enterprises.

Discover, commend, reward and coordinate the awarding of the “Learning Never Ends” scholarship; promptly honor outstanding groups and individuals in learning, dynamism and creativity in performing assigned tasks; select and introduce outstanding individuals and groups to participate in the “Vietnamese Talent” award.

Removing obstacles in the process of implementing the model "Learning Citizens"

Regarding the responsibilities of each party, the Vietnam General Confederation of Labor will organize propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws on promoting learning, promoting talents, building a learning society, lifelong learning in the context of the 4th industrial revolution and the national digital transformation program; mobilize union members and workers "Lifelong learning - sustainable job opportunities".

Direct and guide trade unions at all levels to deploy and implement Conclusion No. 49-KL/TW and Plan No. 69/KH-TLĐ dated August 14, 2019 of the Vietnam General Confederation of Labor on implementing Conclusion No. 49-KL/TW; Decision No. 1268/QD-TTg and Instruction No. 69/HD-TLĐ dated November 24, 2022 of the Vietnam General Confederation of Labor on implementing Decision No. 1268/QD-TTg, contributing to striving to fulfill the target of the 13th Congress of the Vietnam Trade Union "Trade unions promote at least 65% of workers at enterprises to participate in training to improve their qualifications and professional skills; direct the implementation of the pilot model of "Learning Unit"; allocate reasonable funding to promote lifelong learning of union members and workers.

Responding to the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023 - 2030"; continue to deploy and implement the movements "Good workers, Creative workers", associated with emulation to study and improve qualifications and professional skills among union members and workers.

Directing the press agencies of the Trade Union to promote communication on lifelong learning and building a learning society. Directing the educational and vocational training institutions of the Trade Union to implement a variety of lifelong learning activities and build a learning society suitable to the conditions of the unit.

The Vietnam Association for the Promotion of Education is responsible for organizing propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws on the promotion of education, talent, building a learning society, and lifelong learning among cadres and members, meeting the requirements of the 4th industrial revolution and the national digital transformation program.

Organize the implementation of Decision No. 387/QD-TTg and Decision No. 677/QD-TTg of the Prime Minister; respond to the movement "The whole country competes to build a learning society, promote lifelong learning in the period 2023 - 2030".

Preside over the awarding of the “Learning Never Ends” scholarship on May 19 every year; Awarding the “Vietnamese Talents” award to promptly honor groups and individuals who are outstanding in their studies, dynamic and creative in performing assigned tasks, including paying attention to the children of workers, civil servants, and laborers, especially the children of poor laborers who love to study…

In particular, the Vietnam General Confederation of Labor and the Vietnam Association for Promotion of Education will coordinate to implement Decision No. 1268/QD-TTg; remove obstacles in the process of implementing the "Learning Citizen" model; provide and support the compilation of documents on lifelong learning; participate in reporting on the content of promoting learning, promoting talents, and building a learning society for the training and fostering programs of the Vietnam General Confederation of Labor (when requested).
