Mr. Le Quang Trung - former Deputy Director in charge of the Department of Employment had an interview with Lao Dong reporters about the group of unemployed workers aged 25-40.
Sir, why do workers aged 25-40 account for the largest proportion of the unemployed in the Capital?
Mr. Le Quang Trung: I think there are 3 reasons.
Firstly, the labor force of the 25-40 age group accounts for a high proportion of the total labor force in the market. The group accounting for the highest proportion, overwhelming, of course, the unemployment rate will also be the highest.
Second, due to the demand for labor use in the new period. Many businesses, agencies, and organizations are innovating technology, applying AI and restructuring, leading to them having new plans to use labor. The labor group that businesses are aiming for to change/restructure is the 25-40 age group. In addition to a team with qualifications, skills and adaptability, a large proportion of 25-40 year old workers are unskilled laborers, without qualifications.

Third, it is because workers actively change jobs. Many workers want to change jobs after a period of experience, want to find new job opportunities. They can apply elsewhere or create jobs themselves because they have experience. In the context of many policies encouraging business types, many people want to change jobs or start a business.
Among the 3 reasons, I assess the third reason as the most positive.
Sir, is it worrying that the unemployment rate of workers of "golden age" is high?
Mr. Le Quang Trung: In the labor market, job change is normal; passive unemployment is more worrying. I think this issue must be viewed and carefully assessed to have correct solutions.
First of all, clearly analyze the causes and the ability to create jobs for themselves and the ability to find new jobs for workers. For laid-off workers, if they are not retrained, it is very difficult to find a job.
The group of workers who actively quit their jobs/change jobs has many opportunities. Most importantly, any age group can be trained and can start a business. If workers are determined, I think losing their jobs is not too worrying.
Please tell us about solutions to fundamentally solve and take advantage of the advantages of the 25-40 year old unemployed labor group?
Mr. Le Quang Trung: First of all, it is necessary to accurately assess the causes of unemployment; determine which industries this group of workers belongs to, and what their needs and aspirations are.
Develop a plan to train and support counseling for jobless people. People who need training provide counseling on training. Groups who need startups guide them on capital, business management skills and related issues.
For the group losing jobs due to passivity, survey businesses immediately to have preventive/preventive actions so that workers can keep their jobs. First, help them not fall behind in the digital age. If possible, in each locality and each industry, there should be small projects to remove obstacles for each target group.
Strengthen consulting and job introduction, especially developing the National Job Exchange system. In the context of information technology development, digital technology supports all fields, connecting job supply and demand is even more effective.
Policies must also pay attention to employers. It is necessary to grasp the production and business orientations of enterprises in the medium and long term to prepare human resources to meet requirements. Businesses are also proactive in training and fostering workers to limit lay-offs in the context of very difficult recruitment of quality personnel.
Regarding unemployment insurance policies, in the process of implementation, it is necessary to monitor and statistics in parallel with consulting and job introduction. Statistics work is very important, if we can digitize this data, support and policy planning will be more accurate and more effective.
