The report on the implementation of unemployment insurance (BHTN) in May 2026 of the Can Tho City Employment Service Center shows that the work of receiving and resolving dossiers for enjoying unemployment insurance benefits is carried out in accordance with current procedures and regulations. In the month, the Center received 3,825 dossiers requesting unemployment benefits. Through appraisal, the unit submitted and signed decisions to enjoy unemployment benefits for 3,027 eligible dossiers.
Notably, the work of reviewing and inspecting to limit the situation of wrongly enjoying benefits continues to be strengthened. The Center regularly coordinates with Can Tho City Social Insurance to review the employment situation of workers during the time of implementing procedures for enjoying unemployment benefits to ensure that the settlement of benefits is timely and accurate. As a result, in the month, 22 cases of unemployment benefits not in accordance with regulations were recovered, with a total amount of more than 87.9 million VND.
The Can Tho City Employment Service Center assessed that the process of receiving and processing dossiers ensures accuracy, timeliness, and compliance with regulations; citizen reception work is maintained well, without generating feedback or recommendations from employees.
According to statistics from Vietnam Social Security, in the period from 2020 to 2024, functional agencies have detected more than 87,000 cases of both receiving unemployment benefits and participating in compulsory social insurance, thereby preventing the risk of incorrect spending of about 319 billion VND.
Dr. Pham Ngoc Toan - Director of the Information - Analysis, Strategic Forecast and Public Services Center (Ministry of Home Affairs - photo), said that the current labor market is increasingly flexible with many new types of jobs, leading to violations and unemployment insurance profiteering.

According to Mr. Toan, some common groups of behaviors can be identified such as workers who have jobs but do not declare them to continue receiving unemployment benefits; declaring untruthful information about their employment status; or legalizing dossiers and documents to meet the conditions for enjoying benefits.
The prominent group of behaviors today is that workers who have jobs continue to receive unemployment benefits. This is also a type of violation that has been detected in a significant number in the past time" - Dr. Pham Ngoc Toan assessed.
Explaining the reasons for this situation, experts said that although data interconnection between social insurance agencies and labor agencies will help improve control efficiency, in reality there are still many gaps in management.
He pointed out 3 main issues including data delays when businesses are slow to update information about workers returning to work; rapid fluctuations in the labor market, making it difficult for data to keep up with reality; and workers being slow to report new job statuses.
Currently, we do not lack data, but data is fragmented in many places. The core issue is how to update data in real time and build an automatic counter-checking mechanism to issue early warnings" - Dr. Pham Ngoc Toan emphasized.
Dr. Pham Ngoc Toan said that when abnormal signs are detected from the data, functional agencies can immediately conduct inspections to promptly prevent cases of wrong benefits, contributing to protecting the unemployment insurance fund and ensuring the rights of workers who really need support.
