Lao Cai Provincial Labor Federation has issued a document contributing opinions to the draft Charter of the 14th Vietnam Trade Union with many contents related to the organizational structure, procedures for establishing grassroots trade unions and the model of management of central industry trade unions.
Accordingly, the Lao Cai Provincial Labor Federation basically agreed with the draft content developed by the Vietnam General Confederation of Labor.
However, from the practical activities of trade unions in the locality, the unit proposed to adjust and supplement some contents to better suit the requirements of renovating trade union organizations and activities in the new situation.
Regarding Article 3 on procedures for joining Vietnam Trade Unions, Lao Cai Provincial Labor Federation proposed to build a unified, concise, and easy-to-implement dossier set for establishing grassroots trade unions and admitting union members.
According to Mr. Vu Cao Minh - Standing Vice Chairman of Lao Cai Provincial Labor Federation, currently the establishment of grassroots trade unions in enterprises, especially in the non-state sector, still faces many difficulties due to many steps in procedures, and the model is not really streamlined.
The issuance of a unified set of dossier templates will help grassroots trade union officials easily apply, reduce the time to complete procedures, thereby contributing to expanding trade union organizations and attracting workers to participate.
Regarding Article 25, Lao Cai Provincial Labor Federation proposed to supplement the Trade Union Affairs Committee and the Industrial Zones Trade Union Committee as advisory and assisting units for the Standing Committee of the Provincial Labor Federation.
In Article 26 on central industry trade unions, Lao Cai Provincial Labor Federation agreed on the policy of establishing central industry trade unions but proposed to clearly stipulate the scope and scale of operations.
At the same time, the locality proposed to supplement regulations: Units and enterprises decided to be established by the province, the grassroots trade union is directly under the provincial-level Labor Federation; units and enterprises headquartered in which province, the grassroots trade union is directly under that provincial Labor Federation.
