The model will be piloted from November 2025 to August 2027, at 30 - 50 grassroots unions with 200 or more union members. In particular, in November, 5-10 grassroots trade unions will be piloted, in 2026, targets will be deployed, reviewed, guided, and resources will be supported to complete targets. By August 2027, the project will be implemented to 30-50 grassroots unions and expanded in the following years.
The set of criteria for evaluating the model of "Socialist Grassroots Trade Union" includes 4 standards, with 8 criteria, on a scale of 100. The standards include: Caring for the protection of the rights of union members and workers; improving the cultural and spiritual life of union members and workers; organizing emulation movements; participating in building a strong Party, government, and trade union organization.
The criteria include: negotiating and signing a collective labor agreement in accordance with regulations classified as A, including many provisions more favorable than the law; having regulations on coordination between the union and unit leaders, organizing periodic dialogues at least twice a year and annual labor conferences in accordance with regulations.
100% of employees are covered by social insurance, unemployment insurance, occupational accident and disease insurance according to the law, and are entitled to receive a periodic health check-up at least once a year.
100% of union members were given gifts to visit and care for during the holidays; workers in difficult circumstances, serious illnesses, natural disasters, and risks were supported by enterprises or the City Trade Union Shelter Fund.
Grassroots trade unions organize cultural and artistic topics at least twice a year; at least 2 sports tournaments/year; open at least 1 class/year on foreign languages, IT, improving skills or disseminating legal knowledge, occupational safety and hygiene; organize at least 1 soft skills class or activities to improve spiritual life... Units achieve the title of "Socialist Grassroots Trade Union" when achieving 90 points or more, in which each criterion achieves at least 50% of the score.
The City Labor Federation supports in terms of mechanisms, policies, resources, and facilities to promote the effectiveness of the model. The goal is to ensure that the trade union organization is truly a political and social organization of the working class, for the rights of union members and workers, contributing to building Hai Phong into a model in the model of building a socialist society.
