Simplifying procedures, resolving many bottlenecks
On the morning of August 20, in Hai Phong City, the Social Policy Bank coordinated with the Department of Employment and the Ministry of Home Affairs to organize a conference to introduce the Law on Employment (amended) and discuss draft legal guidance documents with the participation of representatives of the Department of Home Affairs and branches of the Social Policy Bank of provinces and cities across the country.
At the conference, Ms. Nguyen Thi Quyen - Deputy Director of the Department of Employment - said that in order to institutionalize Resolution No. 68 - NQ/TW dated May 4, 2025 of the Politburo on private economic development, the 2025 Law on Employment has amended and supplemented regulations on lending to solve employment (including support for creating, maintaining, expanding domestic jobs and supporting work abroad under contracts) in the direction of expanding subjects, diversifying resource mobilization mechanisms to create opportunities for workers, production and business establishments, especially workers, small and medium-sized enterprises in rural areas, vulnerable and special subjects to borrow capital to maintain, expand, develop production and business, compete to get rich...
Accordingly, analyzing the new points of the Law on Vietnamese Businesses (amended) at the conference, Ms. Nguyen Thi Quyen also said that the law also removes bottlenecks on subjects eligible for loans from the Social Policy Bank by regulating subjects of employees with labor relations without labor relations and unemployed people.
Along with that, the law adds Cooperative Unions to the group of subjects borrowing capital from production and business establishments, expands the subjects borrowing capital to support work abroad under contracts; adds 5 subjects borrowing capital at lower interest rates.
Regarding loan conditions, the law also simplifies and reduces conditions for production and business establishments and workers borrowing capital to support job creation, maintenance and expansion by removing confirmation from competent authorities (where project is implemented for production and business establishments; project implementation and legal residence in the locality where the project is implemented for workers...
Proposal to increase loan amount from 300 -500 million VND/case
At the conference, delegates largely agreed with the contents of the Law on Employment (amended) with many new points in line with the current practical context, creating conditions for beneficiaries to access social credit capital.
Regarding the draft Decree detailing a number of articles of the Law on Employment on policies to support job creation, some opinions focus on raising the loan level to 300-500 million VND instead of 200 million VND as proposed.
Ms. Nguyen Thi Mai Phuong - representative of the Hanoi Social Policy Bank Branch - said that the unit basically agrees with raising the loan level to 200 million VND/worker, 10 billion VND/production and business facility. However, through understanding, the unit also recorded some proposals to 300 million - 500 million VND to suit the reality in the context of many economic fluctuations and high input costs as at present.
Mr. Vu Huu Huy - representative of Hai Phong City Social Policy Bank - shared the above view, proposing to consider raising the lending level to 300 million VND/worker to compensate for inflation and ensure the long-term viability of the policy.
A representative of the Social Policy Bank branch in Quang Ninh also said that commune-level officials directly review, appraise, make a list and approve the loan level. Through the grasp of the commune-level government, localities have proposed to increase the loan level for workers.

Representatives of the Department of Employment acknowledged the contributions of delegates at the conference. At the same time, synthesize opinions to include in the dossier for the draft Law on Employment (amended) as well as develop documents guiding the Law on lending policies for job creation to ensure quality and feasibility.
According to a report by the Social Policy Bank, by the end of July 2025, the Social Policy Bank had lent capital to more than 5.8 million customers, helping nearly 7.9 million workers create jobs, maintain and expand jobs with lending sales reaching VND245,590 billion.
