Innovating ways of doing things to adapt to new models
According to the report of Nam Phuoc Commune Trade Union, from July 4, 2025, Nam Phuoc Commune Trade Union is assigned to manage trade union activities in three communes Nam Phuoc, Duy Nghia and Thu Bon. This is a new model with a broader management scope, more diverse grassroots trade union types, but the apparatus only has two full-time officials.

Instead of managing in the traditional administrative way, the Commune Trade Union chose to stick closely to the grassroots level, build a coordination mechanism with local authorities, social insurance, police, medical units and businesses to create a network to support workers throughout the area.
Thanks to that, the trade union not only promptly grasps the business situation and the lives of union members but also proactively deploys many activities to care for and protect the rights of workers right at the grassroots level.
One of the outstanding results is the organizational development work. After nearly a year, Nam Phuoc Commune Trade Union has developed an additional 1,029 union members, raising the total number of union members to 3,005 people in 22 grassroots trade unions and professional unions.
Ms. Lam Thi Vy - Chairwoman of Nam Phuoc Commune Trade Union said that the most important thing when implementing the new model is to change the operating mindset.
We determine that we cannot develop union members through simple campaigns but must create trust. When businesses see the Trade Union accompanying them in building stable labor relations, when workers feel the practical benefits from the Trade Union organization, the development of union members will be more favorable and sustainable," Ms. Vy shared.
Practical care, building trust with workers
Not only developing the organization, Nam Phuoc Commune Trade Union also made a mark with a series of care programs aimed at union members and workers.

It is noteworthy that through two phases of implementing the "Wings of Dreams" program, the unit has mobilized to sponsor 25 students who are children of union members with a total budget of 228 million VND.
Through the City's Capital Assistance Fund for workers, civil servants, and laborers, nearly 3.9 billion VND has been disbursed to help many union members have more capital to improve their lives and develop the family economy.
The program "Tet Sum vay - Spring of Gratitude to the Party" and the Union Member Welfare Day mobilized resources to care for more than 1 billion VND in many forms such as Tet gifts, difficulty support, shopping vouchers, health care and learning support for union members' children.
In the field of health, the Commune Trade Union coordinates with hospitals and medical examination and treatment facilities to organize more than 1,200 health check-ups, consultations and care sessions with a total value of over 700 million VND; and at the same time implement the column "Doctors accompany union members and workers" on the Fanpage for periodic health consultations.
Many specific labor-oriented programs are also maintained, such as twinning with fishing trade unions, supporting fishermen and small traders, and awarding nearly 5,000 products in the "Heather Cooling Summer - Supporting Workers" program to nearly 1,000 union members and workers.
In addition to care work, Nam Phuoc Commune Trade Union also promotes activities to represent and protect workers' rights through legal propaganda, social insurance policy dialogue, inspection of the implementation of labor laws and building the model "Labor Safety Culture at the Workplace".
According to Ms. Lam Thi Vy, care is only truly effective when implemented regularly and in accordance with needs.
“We not only mobilize funds but also promote the strengths of each accompanying unit. Medical facilities support medical examination and treatment, businesses support welfare, other units support livelihoods, education or housing. When many resources participate, workers will benefit more,” Ms. Vy said.
