Resolution No. 456/2024/NQ-HDND, dated June 6, 2024, of the People's Council of Hung Yen province applies to members of the Security and Order Protection Team and agencies, organizations and individuals related to the activities of the Security and Order Protection Team.
In Article 3, Resolution No. 456/2024/NQ-HDND of the People's Council of Hung Yen province stipulates the level of support, compensation; policies and regimes for members of the Security and Order Protection Team.
1. Regular monthly support level
a) Head of Security and Order Protection Team: VND 2,340,000/person/month.
b) Deputy Head of Security and Order Protection Team: VND 1,980,000/person/month.
c) Security and order protection team member: VND 1,620,000/person/month.
2. Social Insurance and Health Insurance
Members of the Security and Order Protection Team who wish to participate in voluntary social insurance are supported at the level prescribed for the cases in Point c, Clause 1, Article 14 of Decree No. 134/2015/ND-CP dated December 29, 2015 of the Government detailing a number of articles of the Law on Social Insurance on voluntary social insurance.
b) Members of the Security and Order Protection Team are supported with 100% of the cost of paying health insurance according to regulations.
c) Social Insurance and Health Insurance payment support is not applicable to those who are enjoying Health Insurance and Social Insurance benefits under the pension regime or other regimes as prescribed.
d) Allowances for holding concurrent positions as prescribed in Clause 5 of this Article shall not be used as a basis for calculating the level of support for social insurance contributions.
3. Members of the Security and Order Protection Team when performing duties as prescribed in Point b, Clause 2, Article 23 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level No. 30/2023/QH15 shall receive a compensation of VND 70,000/person/day but not more than 7 days in a month.
4. Members of the Security and Order Protection Team who have not participated in Social Insurance and have an accident leading to death while performing their duties or are mobilized to perform duties in the cases specified in Article 6 of Decree No. 40/2024/ND-CP dated April 16, 2024 of the Government detailing a number of articles of the Law on Forces participating in protecting security and order at the grassroots level, the relatives of the members of the Security and Order Protection Team, in addition to receiving allowances according to current regulations, are entitled to a one-time death allowance of VND 9,000,000 and a funeral allowance of VND 15,000,000.
5. Concurrent tenure
Members of the Security and Order Protection Team may concurrently hold no more than 02 positions as prescribed in Clause 1, Article 4 of Resolution No. 439/2023/NQ-HDND dated December 7, 2023 of the Provincial People's Council stipulating the positions, number and a number of regimes and policies for non-professional workers at the commune, village and residential group levels; the fixed level of operating expenses of socio-political organizations at the commune, village and residential group levels in Hung Yen province and are entitled to 100% of the allowance level of the concurrent position.
