Accordingly, according to the provisions of the 2014 Law on Social Insurance and Decree No. 134/2015/ND-CP dated December 29, 2015 of the Government detailing a number of articles of the Law on Social Insurance regarding voluntary social insurance, support for social insurance premiums for Employees participating in voluntary social insurance from the state budget will start implementing from January 1, 2018 with support levels determined above the monthly social insurance payment according to the poverty standard of rural areas.
Equal to 30% for voluntary social insurance participants from poor households; equal to 25% for voluntary social insurance participants from near-poor households and equal to 10% for other subjects.
Based on socio-economic development conditions and state budget capacity in each period, the Government considers adjusting the level of premium support for voluntary social insurance participants accordingly.
Thus, in the case of members of the Veterans Association who enlisted in the military from 1989 or earlier and participated in the war to defend the Fatherland, when participating in voluntary social insurance, they will enjoy support policies according to the above target groups.
In addition, the State encourages agencies, organizations and individuals to support social insurance premiums for voluntary social insurance participants in addition to the general support level as prescribed.
On May 23, 2018, the 12th Party Central Committee issued Resolution No. 28-NQ/TW on social insurance policy reform, stating: "...with appropriate support from the state budget for farmers, poor people, low-income people, and workers in the informal sector to participate in social insurance to expand social insurance coverage.
On June 29, 2024, at the 7th Session, the 15th National Assembly passed Law No. 41/2024/QH15, effective from July 1, 2025. Article 3, Article 6, Article 18, Article 30 and Article 36 of the Social Insurance Law 2024 stipulate: The State has a policy to support voluntary social insurance participants;
Encourage localities, depending on their socio-economic conditions and ability to balance the budget, to combine the mobilization of social resources to support additional social insurance premiums for voluntary social insurance participants and additional support for beneficiaries. social pension benefits;
Based on socio-economic development conditions and state budget capacity in each period, the Government stipulates the level of support, subjects of support and duration of implementation of the policy to support social insurance premiums for participants. Participate in voluntary social insurance.
In the coming time, the policy of supporting social insurance premiums for employees participating in voluntary social insurance will continue to be considered, evaluated and proposed to be improved according to Resolution No. 28-NQ/TW and Law on Social Insurance No. 41/2024/QH15, consistent with socio-economic development conditions and state budget capacity in each period.
