About 1,000 people trained on the Law on Grassroots Democracy
In order for the implementation of the Grassroots Democracy Regulations to be carried out in accordance with the provisions of law, the Vietnam Banking Federation coordinated with the Department of Organization and Personnel of the State Bank to organize direct and online conferences to train, disseminate and thoroughly grasp the Law on Grassroots Democracy and related documents in the Banking sector for the subjects being heads of agencies, units, credit institutions, representatives of trade union leaders, members of the Steering Committee for Grassroots Democracy in the Banking sector with a total of about 1,000 people).
During these training sessions, many questions from real-life situations were raised for discussion and learning from experiences. The questions focused on determining the rights of workers in implementing democracy; the role of trade union organizations in implementing democracy, etc.
After the training sessions, all cadres clearly understood that the Law on Implementing Democracy at the Grassroots Level is the highest legal document ever to institutionalize the Party and State's policies and guidelines on building and implementing the Grassroots Democracy Regulations.
It clearly states that "the important and urgent step at hand is to promote the people's mastery at the grassroots level, where all policies and guidelines of the Party and State are directly implemented, and where the people's democratic rights need to be implemented most directly and widely."
Along with this content, the motto "people know, people discuss, people do, people inspect, people supervise, people benefit" becomes an important basis for each cadre, member, especially union cadre to apply in practice at the unit.
In addition, the NHVN Trade Union also participated in working delegations of the Steering Committee for the implementation of the Banking Sector Democracy Regulation to inspect the implementation of the Regulation at the State Bank and branches of Joint Stock Commercial Banks in some provinces in the North, Central and Southern regions.
The initiative of the Trade Union in building and implementing the Democratic Charter
Implementing the Government's regulations on implementing the Grassroots Democracy Regulations, Trade Unions at all levels in the Banking sector have proactively and actively advised the Party Committee leaders, coordinated with professional colleagues at the same level to direct and guide the implementation of the Democracy Regulations, organized Conferences of civil servants, Conferences of workers, and periodic dialogues at the workplace.
Accordingly, the results and quality of implementing the Democratic Regulations have been improved; the awareness of implementing the Democratic Regulations of the heads of agencies and units has had positive changes, they have proactively worked with the Trade Union to build the Democratic Regulations, organize Conferences of civil servants, Conferences of workers, periodic dialogues...
For example, the Trade Union of Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) organized a Conference to deploy the Law on Grassroots Democracy and legal regulations on implementing grassroots democracy in enterprises; deploy the Resolution of the Labor Conference, the Vietcombank Collective Labor Agreement in 2024 to units and all union members and employees; issue a Decision to recognize the Vietcombank People's Inspection Committee for the 2024 - 2026 term.
Or like the Vietnam Bank for Agriculture and Rural Development Trade Union advised to amend, supplement and promulgate the "Regulations on Implementing Grassroots Democracy at Agribank's Workplace" to replace the old Regulations.
According to the report, 100% of administrative agencies and public service units under the Banking sector have organized conferences for civil servants; over 97% of units and enterprises have organized conferences for employees and established People's Inspectorate Boards, reaching 85%.
