Workers get closer to social housing

From today (August 1), Decree 100 guiding a number of articles of the Housing Law on the development and management of social housing (social housing) has been issued by the Government, taking effect, loosening income conditions for people. Need to rent or buy this type of house. Besides, according to the Housing Law, there is an additional entity participating in housing construction, which is the Vietnam General Confederation of Labor. This is the wish of many low-income workers who want to buy or rent social housing.

Qualified but difficult to access

According to current regulations, one of the conditions to enjoy the social housing policy is that every family member's income must be in the category of regularly not having to pay personal income tax - that is, no more than 11 million VND a month. However, from August 1, employees with actual monthly income of no more than 15 million VND will be able to rent or buy social housing (an increase of 4 million VND compared to the present). In case of marriage, the conditions for renting or buying this type of house are that the couple has a maximum income of 30 million VND a month.
The time to determine income is within 1 consecutive year, counted from the time of submitting the registration application. This criterion is also simpler when the previous income consideration period is 3 years.

Having been a worker in Thang Long Industrial Park (Dong Anh district, Hanoi) for nearly 10 years, Ms. Nguyen Thi Nga's family (from Phu Tho) is currently renting a room in Hau Duong village (Kim Chung commune, Dong Anh district). .

The family of 4 lives cramped in a room of about 25 square meters with an attic. During the day, the whole family lives together in the lower room. At night, upstairs is where the children study and rest. On hot summer days, Ms. Nga's children had to "migrate" downstairs because they could not stand the heat. Ms. Nga said that the dream of buying a social house is not only hers but also that of many other workers far from home. Both husband and wife work at the company, their total income only fluctuates around 17-19 million VND/month.

After many years of working, the female worker said that she had saved a little, but buying land in the countryside or a house in the capital was too expensive. Therefore, when the Housing Law took effect and expanded conditions for low-income people to rent and buy, Ms. Nga seemed to have more hope.
"The law is implemented, I am qualified, but to access projects like before, we are very unclear. I hope that in the near future, there will be more social housing projects for workers where I work . Above all, workers have easier access to rent and buy" - Ms. Nga said.

Make sure to rent to the right people

The 2023 Housing Law has an additional entity participating in housing construction, which is the Vietnam General Confederation of Labor. Mr. Nguyen Xuan Hung - Vice Chairman of the Vietnam General Confederation of Labor explained that worker housing built by the Vietnam General Confederation of Labor is regulated in the Housing Law No. 27/2023/QH15 dated November 27, 2023 (Housing Law 2023), with differences. with social housing and worker housing that other entities invest in.
Accordingly, worker housing deployed by the Vietnam General Confederation of Labor is only for rent to workers and employees, while other social housing projects have the right to sell, rent and lease-purchase.

The capital source for implementing the worker housing project comes from the Vietnam General Confederation of Labor and is the union's financial source; Other capital sources for implementing social housing projects are stated in Clause 3, Clause 5, Clause 6, Article 80 of the 2023 Housing Law.

The subjects renting housing deployed by the Vietnam General Confederation of Labor are workers and hired employees, while the subjects in other social housing projects include 12 subjects specified in Article 76 of the Housing Law, including workers and employees.

Workers hope regulations on social housing will soon be realized

Therefore, when the Housing Law 2023 is promulgated, it stipulates that industrial workers and employees working in enterprises, cooperatives, and cooperative unions inside and outside industrial parks are eligible for support policies. on social housing (Clause 6, Article 76 of the Housing Law 2023) and the General Confederation of Labor of Vietnam is the governing body of the investment project to build social housing with community financial resources for workers and employees who are eligible to enjoy the leased social housing policy (Clause 4, Article 80 of the Housing Law), he is very excited and hopes to have specific instructions soon.

Similarly, Ms. Hoang Thi Thuy, employee of Printing Joint Stock Company No. 7 - also said that she and her husband are renting a motel to live and work. The couple's monthly income is about 25 million VND/month, so they will be eligible for social housing support policies.
