According to Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government (Decree 56) stipulating preferential allowances according to profession for civil servants and public employees working at public health facilities, for civil servants working in medical professions at agencies, units and schools, the head of the unit shall consider and decide based on the specific nature of the work and revenue sources, but not exceeding 20% compared to the current salary scale and grade plus leadership position allowance, seniority allowance beyond the framework (if any) of the beneficiary.
However, for many years now, many school health workers at public schools in Ninh Binh province have not received preferential allowances according to Decree 56.
Ms. Tran Thi Dao - a medical staff at Ninh Tien Secondary School (Ninh Binh City) - said that in 2008, she was recruited as a civil servant and worked as a medical staff at the school. In 2011, when Decree 56 was issued, she requested the principal to receive preferential allowances according to Decree 56, but to this day she has not received any.
"I have requested the principal many times but have not received support because the school does not have the resources. In 2023, I and some staff members at other schools submitted a petition to the City People's Committee requesting consideration so that we can enjoy preferential allowances according to Decree 56. However, the leaders of the Ninh Binh City People's Committee replied that the support is up to the principals of the schools to decide," Ms. Dao shared.
Similarly, Ms. Dinh Thu Trang - a medical staff at Gia Xuan Primary School (Gia Vien District) - shared: "Decree 56 was issued as a practical encouragement for school medical staff like us. However, I, as well as many medical staff at public schools in Ninh Binh Province, have not enjoyed this legitimate allowance for many years, despite having sent many petitions and recommendations to all levels.
We have made many requests to the school, the district Department of Education and Training (DET) and the Department of Education and Training, but so far we have not received any payment. According to Decree 56, the payment and level of this support are for the principals of the schools to consider and pay, but the principals of the schools all gave the reason that there is no source of income. This is very disadvantageous for us," said Ms. Trang.
Speaking to Lao Dong Newspaper, Ms. Nguyen Thi Nhung - Principal of Ninh Tien Secondary School (Ninh Binh City) - said that Decree 56 stipulates that the support and support level are considered and decided by the head of the unit based on the specific work and revenue sources, but not exceeding 20% of the current salary scale, grade, leadership position allowance, and seniority allowance (if any) of the beneficiary. Meanwhile, public schools are currently 100% funded by the budget and have no revenue source, so they have not been able to arrange resources to support medical staff.
