On the morning of September 25, in Nha Trang City, the Khanh Hoa Provincial Civil Servants' Trade Union organized a training course on trade union finance for grassroots trade unions. More than 100 officials, who are chairmen and accountants of 70 grassroots trade unions under the Khanh Hoa Provincial Civil Servants' Trade Union, participated in the training course.
Ms. Le Thi Minh Hien - Chairwoman of Khanh Hoa Provincial Civil Servants' Union - informed that the topic of trade union finance work has been disseminated to grassroots unions by the Provincial Civil Servants' Union. However, during the implementation process, there were changes in personnel and many contents were updated.
Therefore, to improve the professional skills of the staff in charge at the grassroots level, at the training session, the financial specialists of the Provincial Federation of Labor will guide accounting skills, use of union accounting software and union financial management; guide the preparation of budgets and financial settlement reports of grassroots unions.
From the updated content, unclear issues, shortcomings, limitations or obstacles, and inadequacies in the actual implementation of trade union finance at the unit will be discussed and resolved. After attending the training course, each trade union officer can apply the content, knowledge, skills, and experiences that have been acquired, exchanged, and shared into the practical activities of the grassroots trade union.
According to Ms. Huynh Thi Nam Khanh - Chief Accountant, Khanh Hoa Provincial Federation of Labor, the points that need to be noted in the current financial work of grassroots trade unions are the regulations on the level of cash balance at the end of the month; regulations on spending on purchasing goods and services of large value must follow the procurement process according to the Law on Bidding.
In addition, for grassroots trade unions that have not been assigned to collect union funds, it is important to note that they are not allowed to collect union funds; the professional enterprise must deduct and pay 2% of the union funds to the Vietnam Trade Union account or the account of the superior trade union. During the implementation process, it is necessary to ensure that the documents comply with the union financial regulations.
Over 650 union financial audits
In the first 6 months of 2024, Khanh Hoa Trade Unions at all levels conducted 456 financial inspections at the same level and 200 financial inspections at lower levels. The inspections showed that the grassroots Trade Unions and grassroots Trade Unions basically complied with the financial regulations of the State and the Vietnam General Confederation of Labor; focused funds on visiting and supporting union members and workers in difficult circumstances at grassroots Trade Unions, and movement activities...
However, there are still some units that issue internal spending regulations that do not adhere to the regulations and instructions of the Vietnam General Confederation of Labor and the Provincial Federation of Labor. Some grassroots unions with few members have not opened union accounts; have not paid union fees through the Vietnam Trade Union account as prescribed.
