Salary changes when accountants switch to teachers

The Ministry of Education and Training has answered questions regarding pay changes when accountants move to become teachers.

Ms. Nguyen Thi Phuong Hang (Tay Ninh) is an accountant, salary coefficient 3.66 (she has just passed the exam to be promoted from intermediate accountant to accountant). Ms. Hang graduated from the university of preschool education and wishes to switch to become a preschool teacher.

Ms. Hang asked, in her case, if she switches to working as a preschool teacher, will she be able to keep the old salary coefficient or will she have to return to the newly recruited salary coefficient? If she is allowed to keep it, will the process be carried out by the Department of Education, the Principal or the Department of Internal Affairs?

Regarding this issue, the Ministry of Education and Training responded as follows:

Clause 5, Article 13 of Decree No. 115/2020/ND-CP, amended and supplemented by Clause 7, Article 1 of Decree No. 85/2023/ND-CP, stipulates:

"In case a person is recruited or accepted into the civil service according to the provisions of this Decree and has previously worked for a period of time in accordance with the provisions of law and has paid compulsory social insurance (if not continuously and has not received a one-time social insurance benefit, it will be accumulated), that period will be calculated as the basis for salary classification according to the professional title appropriate to the recruited or accepted job position if all conditions as prescribed are met".

Therefore, if Ms. Nguyen Thi Phuong Hang is recruited as a preschool teacher, the time of compulsory social insurance payment when holding the accountant rank meeting the above regulations will be calculated as the basis for salary classification according to the appointed preschool teacher job title.
