Investing Sufficient Resources in Dialogue and Collective Bargaining
Ninh Thuận currently has 66/90 enterprises (DN) with a trade union organization that has signed and implemented a collective labor agreement (TƯLĐTT), achieving a rate of 73.3%. Among them, 31 are classified as A, 29 as B. Regarding the organization of workers' meetings at enterprises, a rate of 69.7% was achieved, and regular dialogue was achieved at a rate of 77.3%.
According to the leader of the LĐLĐ province of Ninh Thuận, the program "Improving the Effectiveness of Dialogue and Collective Bargaining Activities in the 2023-2028 Period" was implemented with 6 key tasks and solutions.
Among them, the top solution is for the trade union (CĐ) to actively participate in providing comments and opinions on the development of policies, laws, and regulations on labor, employment, wages, working hours, rest time, social insurance, and policies for laborers working in hazardous industries…
Create trade union groups at the grassroots level (CĐCS) with the same type of industry, supply chain, brand… to regularly share information, experience, models, content, and methods of effective dialogue and collective bargaining.
Ninh Thuận aims to have at least 85% of union members and laborers at enterprises and units with a trade union organization covered by a collective labor agreement by 2028; at least 55% of collective labor agreements signed or co-signed by the trade union are classified as B or higher…

Building a Network of Union Development and Protecting Union Officials
Evaluating the current situation, the two programs for the entire term set by the LĐLĐ province of Ninh Thuận are to focus on developing union members and establishing CĐCS at enterprises outside the state sector in the 2023-2028 period and building a team of union chairmen who meet the requirements and tasks, especially union chairmen at enterprises outside the state sector”.
The levels of the trade union in Ninh Thuận have clearly identified the task of developing union members and establishing CĐCS at enterprises outside the state sector as the top priority and key task of the organization. Ninh Thuận sets a target of having 50,000 union members and 100% of enterprises with 25 or more laborers having a CĐCS by the end of the term.
Ninh Thuận will establish advisory teams, propaganda teams, and networks of collaborators to conduct propaganda and mobilization activities to develop union members and establish CĐCS, and designate July as the peak month.
At the same time, the trade union will innovate its propaganda and mobilization activities to raise the awareness of laborers and employers about the benefits of joining the trade union. It will apply information technology in mobilizing and gathering laborers to join the trade union.
It will prioritize innovating the method of recruiting union members in a proactive, friendly, and simple manner, with a focus on the attention and care of the trade union organization from the beginning…
According to Mr. Trần Văn Đông, Chairman of the LĐLĐ province of Ninh Thuận, in the coming years, the team of union chairmen, especially those at enterprises outside the state sector, must meet three requirements. These are enthusiasm, dedication, and responsibility for their work - Having good moral character, having a good level of knowledge, reputation, and negotiation skills, being dynamic and creative in practical activities - Understanding the law.
Therefore, the program sets 6 key tasks and solutions to ensure that by the end of the term, 100% of union chairmen have been trained and provided with professional skills and knowledge, and at least 30% of union chairmen at enterprises with 200 or more union members have been assisted and introduced to the Party for consideration of admission.
The program also sets a measure to protect union officials by relying on the collective, with a reasonable policy to support union officials who are dismissed by employers due to their efforts to defend the rights and legitimate interests of union members and laborers…
