Bac Lieu is one of the provinces with less than 3,000 businesses operating in the area. Specifically, there are only 2,667 businesses operating with 38,581 employees.
Reporting to the working delegation, Vice Chairman of the Bac Lieu Provincial Federation of Labor Huynh Hoang Anh said that the work of developing union members has received special attention. However, due to the characteristics of Bac Lieu province with few enterprises; most of them are small and medium-sized, family-sized enterprises, the establishment of grassroots unions and the development of union members here is difficult; Hong Dan district has no grassroots unions of enterprises with less than 25 union members; the whole province has 38 non-state enterprises with less than 25 union members establishing grassroots unions with 551 union members...
The Bac Lieu Provincial Federation of Labor recommends that the Vietnam General Confederation of Labor expand the scope of participation in trade union organizations for non-professional cadres at the hamlet and village levels because these are subjects that pay compulsory social insurance according to the Law on Social Insurance; study and propose to the Central Government a specific mechanism for assigning payroll and regulations on managing trade union cadres to trade union organizations, especially trade unions at the level directly above the grassroots level...
Mr. Nguyen Minh Nhut, Deputy Head of the Organization Board of Bac Lieu Provincial Party Committee, highly appreciated the efforts of trade unions at all levels in recent times to develop union members and establish grassroots trade unions. Regarding the payroll for trade union officials, Mr. Nhut said that it is very difficult to request more, because this is a general regulation.
Speaking at the conference, Mr. Tong Van Bang suggested that all levels of trade unions in Bac Lieu need to have consensus in the innovation of trade union organizations through piloting the arrangement of innovation of trade unions at the direct superior level at the grassroots level in the coming time.
