The Standing Committee of the Provincial Labor Federation set a target to strive to develop an additional 17,800 union members annually and establish 25 or more grassroots trade unions (CĐCS).

At the same time, issue specific programs and plans to implement Resolution No. 06/NQ-BCH dated August 27, 2024 of the Executive Committee of the Vietnam General Confederation of Labor on promoting the work of developing union members and establishing grassroots trade unions in non-state-owned enterprises to 2028, with a vision to 2031.
According to the Provincial Labor Federation, from 2024 to the first quarter of this year, the whole province developed over 27,150 new union members, established 51 grassroots trade unions; in which, the non-state business sector developed over 24,350 union members and established 44 grassroots trade unions. The work of developing union members mainly focuses on the non-state business sector and some specific industries, contributing to expanding the scope of gathering and increasing the rate of workers participating in trade union organizations.
The number of new union members developed annually all reached and exceeded the assigned target (reaching 164.1% in 2024; reaching 100.7% in 2025).

Currently, the Provincial Labor Federation manages over 88,000 union members/98,013 workers, civil servants, and laborers (CNVCLĐ), operating in 376 grassroots trade unions; of which there are 232 grassroots trade unions in enterprises with over 67,200 union members.
In parallel with developing union members and establishing grassroots trade unions, the work of discovering, fostering and introducing outstanding union members to the Party has been regularly and effectively implemented by trade union levels in the province. In 2024 and 2025, trade union levels have introduced over 3,000 outstanding union members to the Party (including nearly 700 union members belonging to grassroots trade unions of non-state-owned enterprises); 1,752 union members have been admitted to the Party.
