On June 19, the Inspection Committee (UBKT) of Gia Lai Provincial Party Committee said that it had held the 18th meeting to resolve work under its authority.
At the meeting, the Provincial Party Committee's Inspection Committee considered and disciplined Mr. Cao Minh Thi - former Vice Chairman of Quy Nhon Tay Ward People's Committee for the 2021-2026 term; former Deputy Secretary of the Party Committee, former Chairman of Phuoc My Commune People's Committee (Quy Nhon City, former Binh Dinh) for the 2016-2021 term.
Also being considered and disciplined are Ms. Dang Thi Tuyet Nhung - former Vice Chairwoman of Quy Nhon Tay Ward People's Council for the 2021-2026 term, former Vice Chairwoman of Phuoc My Commune People's Committee for the 2016-2021 term; Mr. Do Nguyen Dinh - Party member of Thanh Long Quarter Party Cell (Quy Nhon Tay Ward), former civil servant of Land Administration - Construction - Agriculture - Environment of Phuoc My Commune for the old term.
According to the Gia Lai Provincial Party Committee's Inspection Committee, the 3 party members above are responsible for the violations and shortcomings mentioned in Notice No. 24-TB/UBKTTU dated April 24, 2026 on the inspection conclusion when there were signs of violations against the former Phuoc My Commune Party Committee for the 2015-2020 term.
The Provincial Party Committee's Inspection Committee found that Mr. Cao Minh Thi, Ms. Dang Thi Tuyet Nhung and Mr. Do Nguyen Dinh violated the Party's regulations and the State's laws in performing their responsibilities and tasks assigned in the field of land; violated regulations on what party members are not allowed to do and the responsibility to set an example.
The above violations cause serious consequences, create bad public opinion among cadres, party members and people, and reduce the prestige of individuals and Party organizations, agencies where individuals work and live.
Considering the content, nature, severity, consequences and causes of violations; based on Party regulations, the Gia Lai Provincial Party Committee's Inspection Committee decided to impose disciplinary action in the form of a warning on Mr. Cao Minh Thi, Ms. Dang Thi Tuyet Nhung and Mr. Do Nguyen Dinh.
As Lao Dong Newspaper has reported, according to the inspection conclusion, the old Phuoc My Commune People's Committee government, now Quy Nhon Tay ward, lacked responsibility in state management of land, did not promptly prevent and handle acts of illegal land use purpose conversion, and lax management.
Regarding Mr. Dao Duy Hung's land plot, in 2012, he arbitrarily built an illegal house on rice land, but it was not until January 29, 2024, that the old Phuoc My Commune People's Committee inspected and handled the violations. By the time of inspection, Mr. Hung had not yet restored the original state.
As for Ms. Nguyen Thi Tuyet Nhung, in 2022, she arbitrarily built an illegal house on rice land. Throughout the process of land use and violations, the former Phuoc My Commune People's Committee did not detect or handle it. To date, the violating construction still exists.
Regarding the land plot of Ms. Cao Nhu Nguyet - Secretary of Phuoc My Commune Youth Union, and her husband, Mr. Nguyen Van Thanh, the act of arbitrarily building an illegal house on annual crop land was not inspected and handled by the old Phuoc My Commune People's Committee; the project still exists until the time of inspection.
Regarding "the land plot of thousands of m2 that was once forced to be demolished by the government, but was suddenly confirmed as reclaimed land and issued red books to private individuals", the Provincial Inspectorate determined that Ms. Le Thi Chanh Tuyet violated the prohibited acts in the 2013 Land Law.
The old Phuoc My Commune People's Committee did not organize inspection and verification of the land use process; the collection of residential area opinions on the origin and time of land use was not guaranteed according to regulations but still signed confirmation, as a basis for submitting to the old Quy Nhon City People's Committee to issue a LURC to Ms. Tuyet...
