The Hanoi People's Committee has issued Official Letter 3423/SNV-XDCQ on the arrangement and assignment of cadres, civil servants, and public employees of the government sector to Party agencies, the Fatherland Front, and mass organizations, and part-time workers at the commune level in new communes and wards when implementing the 2-level local government model.
Accordingly, based on the orientation in Official Dispatch 11/CV-BCD in 2025 of the Government Steering Committee on guiding the standards for new commune-level civil servant titles; Conclusion 2291-TB/TU in 2025 of the Standing Committee of the City Party Committee on personnel work in communes and wards after rearranging and reorganizing administrative units;
Based on the notices of the City People's Committee on the arrangement, appointment of department-level leaders and handover of cadres, civil servants, public employees, and workers to new communes and wards;
Implementing the direction of the Hanoi People's Committee in Official Letter 3644/UBND-NC in 2025, the Department of Home Affairs requests the People's Committees of districts, towns and cities to urgently implement the following contents:
- Review and compile a list of current cadres, civil servants, and public employees of the district and commune-level government sector (including: civil servants working in professional departments, the Construction Order Management Team, cadres, civil servants leading at the commune level:
Chairman, Vice Chairman of the People's Council, Chairman, Vice Chairman of the People's Committee; commune-level civil servants; public employees of public service units under the People's Committees at the district level), expected to be assigned to work at Party agencies, the Fatherland Front and organizations in the new communes and wards (these comrades are not on the list of civil servants of the new commune and ward government sector according to the announcement of the City People's Committee).
- Make a list of existing non-professional commune-level workers, expected to be transferred to new communes and wards according to the actual situation and task requirements of the locality.
