Non-professional cadres at the commune level can be held after the merger

The positions of non-professional commune-level cadres who wish to continue working can be mentioned in Official Dispatch 12.

The Steering Committee for the arrangement of administrative units at all levels and the development of a 2-level local government organization model of the Government issued Official Letter 12/CV-BCD in 2025 on guiding a number of contents for part-time workers at the commune level when implementing the 2-level local government model.

According to Section 4 of Official Dispatch 12/CV-BCD in 2025, the Steering Committee for the arrangement of administrative units at all levels and the development of a 2-level local government organization model of the Government orients a number of contents:

In case the local Party Committee and government at the commune level has a need to use and the non-professional workers at the old commune level wish to continue working, the local Party Committee and government will consider and temporarily arrange them to work support positions for the operation of the political system of the new commune-level administrative unit (party agency, Fatherland Front and socio-political organizations, local government);

Or participate in the positions of non-professional workers in villages and residential groups before May 31, 2026 and continue to receive allowances, regimes and policies issued by the Provincial People's Council.

During this time, if part-time workers at the commune level quit their jobs, they will enjoy the regime and policies according to the provisions of Decree No. 154/2025/ND-CP.

Thus, non-professional cadres at the commune level who wish to continue working and have a need to use the hamlet and local government at the commune level can be temporarily arranged to the position of supporting the work of the political system of the new commune-level administrative unit (party agency, Fatherland Front and socio-political organizations, local government) or participate in the positions of non-professional workers in villages and residential groups before May 31, 2026.
