According to the program, at this session, the Presidium will give opinions on 14 groups of contents. Including: Submission on the draft Framework Regulation on the relationship of coordination between the Central and equivalent Industry Trade Unions, the General Trade Unions under the General Confederation of Labor and the Labor Federations of provinces and cities; Submission on the draft Regulation on the arrangement of full-time trade union officials to work at the grassroots level; Submission proposing the issuance of a Plan to implement the Pilot Project on a centralized, consistent and effective industry trade union model; Submission on the Pilot Project on building a model of organization and operation of grassroots trade unions in enterprises with a large number of union members; Report on the assessment of the results of 15 years of implementing Action Program No. 399/CTr-TLĐ dated March 7, 2008 of the Executive Committee of the Vietnam General Confederation of Labor to implement Resolution No. 20-NQ/TW dated January 28, 2008 of the Central Executive Committee of the 10th Party Congress on "Continuing to build the Vietnamese working class in the period of promoting industrialization and modernization of the country"...
Speaking at the opening of the conference, comrade Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor, on the Regulations on the framework of the relationship of coordination between the Central Industry Trade Union and equivalent, the Trade Union of Corporations under the Vietnam General Confederation of Labor with the Labor Federations of provinces and cities, the assignment of tasks between the national industry and trade unions and the provincial and city Labor Federations issued under Decision 1461 dated November 26, 1996. After nearly 30 years of implementation, the coordination between the Central Industry Trade Union and the Provincial and City Labor Federations has achieved many positive results, contributing to improving the effectiveness of trade union activities. However, the process of directing the activities of grassroots trade unions between the Central Industry Trade Union and the Provincial and City Labor Federations still has some overlaps and shortcomings.
In order to enhance responsibility, innovate content and methods, improve the effectiveness of the implementation of functions, tasks and powers of trade unions, ensure the unity of direction of trade union activities in the same industry from the Central to the grassroots level, with the coordination of the Provincial and Municipal Labor Federations in organizing, managing and resolving issues related to labor relations, protecting the legitimate rights and interests of union members and workers, building a strong trade union organization, meeting the requirements of the new situation, the Standing Committee of the Presidium has directed the Organizing Committee to study and develop a framework regulation on the coordination relationship between the Central Industry Trade Union and the Provincial and Municipal Labor Federations in directing trade union activities by industry.
Regarding the Regulations on the arrangement of full-time union officials working at grassroots unions, currently, the arrangement of full-time union officials at grassroots unions is being applied according to 2 documents: Decision 395 of 2002 and Decision 1671 of 2014. These 2 documents were issued at 2 different times, and up to now, there are some points that are no longer consistent with current regulations and the actual situation. Therefore, the President of the Vietnam General Confederation of Labor requests the members of the Presidium to give their opinions on the draft contents.
Regarding the norms and principles for arranging full-time union staff, the maximum number of full-time union staff working at a grassroots union; regarding authority, salary, salary increase regime , and salary standards for full-time union staff.
In order to proactively and well organize activities to care for union members and workers on the occasion of Tet At Ty 2025, the Standing Committee of the Presidium has directed the Labor Relations Board to develop a plan soon. Compared to previous years, this year, there are many diverse and practical contents, with the desire to bring the most benefits to union members and workers. From the vivid practice of organizing Tet care activities for union members and workers in each locality, industry, and unit, Chairman Nguyen Dinh Khang requested comments on the contents in the draft for the Presidium to complete and promulgate.
