As a member of the Provisional Central Executive Committee, Comrade Nguyen Duc Canh was temporarily assigned by the Central Committee to be in charge of the work of mobilizing workers.
Recognizing the important role of the Trade Union organization and the workers in the struggle against the empire, exploitation, and protection of workers' rights, Comrade Nguyen Duc Canh and his comrades actively organized a campaign for the workers' movement, first of all the Bac Ky workers' movement, to establish the Trade Union organization.
On July 28, 1929, the first Congress of the Red River Trade Union of Bac Ky opened, chaired by comrade Nguyen Duc Canh. The Congress decided to establish the Bac Ky Red Cross Society, through the Charter and organization system of the Society, issue the "Lao Dong" Newspaper and the "Red Society" magazine, and elect the provisional Central Executive Committee headed by Comrade Nguyen Duc Canh.
