Senior Lieutenant Colonel Cong Thanh Thao - Head of the People's Police Trade Union (CAND) said that, closely following the orientation of the Central Public Security Party Committee, the Ministry of Public Security and the Vietnam General Confederation of Labor... The CAND Trade Union has proactively innovated the content and methods of organizing patriotic emulation movements in a practical and effective direction, strongly focusing on the grassroots level, closely linked to the political tasks of the CAND force and taking care of the lives of union members and workers.
In the period 2020-2025, emulation movements are organized synchronously by the People's Police Trade Union, with focus and key points; emulation criteria are concretized, results are quantified, ensuring the right people, the right work, the right achievements. The organization of emulation clusters and blocks has created an environment for comparison, learning, and spreading good models and effective ways of working among units.
In which, typical and prominent is the patriotic emulation movement in the period 2020-2025 implemented uniformly with the theme "People's Police Trade Union proactive, creative, responsible, comprehensively innovating, for national security, for the benefit of union members".
Over 5 years of implementation, over 80% of trade unions at all levels have successfully completed their tasks or more; more than 70% of union members have achieved the title of advanced labor; over 16% have achieved the title of grassroots emulation soldier, affirming that emulation has truly become a driving force to promote the completion of the political tasks of the Sector.
The emulation movement "Good Labor, Creative Labor" is identified as the core and consistent movement, associated with the movement "For National Security", "CAND learns and implements 6 things Uncle Ho taught". The content and methods of organizing the movement have been strongly innovated in the direction of encouraging initiatives, technical improvements, digital transformation, and administrative reform.
In 5 years, trade union levels have maintained more than 200 and built 207 new trade union projects; many initiatives with high practical value have been recognized by the Vietnam General Confederation of Labor and the Ministry of Public Security, awarded major and important awards, directly contributing to the modernization process of the People's Public Security Forces.
In particular, the movement "Joining hands for the poor - not leaving anyone behind", the movement "All people protect national security", "Skillful mass mobilization", "The whole country joins hands to eliminate temporary and dilapidated houses" have clearly shown the social responsibility and the spirit of serving the People of the People's Police Trade Union.
Through the programs "Tet Reunion", "Workers' Month", "Warm Border Spring, Trade Union Affectionate Tet", trade union levels have mobilized tens of billions of VND to care for tens of thousands of union members, workers and people in difficult circumstances; built and repaired more than 200 "Trade Union Homes"; more than 100 Trade Union Affectionate Houses/removed temporary and dilapidated houses; provided timely support in preventing and combating COVID-19 epidemics and overcoming the consequences of natural disasters, thereby contributing to maintaining security and order from the grassroots level, consolidating trust and spreading the beautiful image of the People's Public Security Forces in the hearts of the people.
Senior Lieutenant Colonel Cong Thanh Thao shared: "In the process of directing and organizing emulation movements of the People's Police Trade Union, I personally always clearly define the responsibility of the head to dare to think, dare to do, dare to take responsibility, say and do; consider innovation as a regular requirement, not a slogan. From that practice, I have directly advised and directed the implementation of many new programs and models to link trade union activities with the political tasks of the People's Police force, especially in administrative reform, digital transformation, improving the quality of care for union members and the effectiveness of internal trade union governance.
The initial results achieved are not personal achievements, but the crystallization of collective wisdom, consensus, responsibility and persistent efforts of the team of trade union officials throughout the force. The fact that I personally was awarded the title of Emulation Soldier of the People's Police Force and the Nguyen Van Linh Award of the Vietnam General Confederation of Labor is a great honor, and also a profound reminder for me to continue to self-examine, self-correct, and do better in my role as a leader, contributing to bringing the activities of the People's Police Trade Union to become more in-depth, substantive and effective in the new situation.
As a delegate attending the 11th National Patriotic Emulation Congress, Senior Lieutenant Colonel Cong Thanh Thao deeply realized that today's honor is not the destination, but the starting point for a higher responsibility. Responsibility to continue to maintain political bravery, moral qualities, discipline, order, responsibility to turn patriotic emulation into specific and effective actions in each job position; responsibility to spread the good values of the emulation movement to each cadre, union member and employee in the People's Public Security Forces.
In the coming time, implementing the theme of the 11th National Patriotic Emulation Congress: "Emulating innovation, creativity, accelerating breakthroughs to bring the country into an era of strong, civilized, and prosperous development", the People's Police Trade Union launched the patriotic emulation movement for the period 2025 - 2030 with the theme "People's Police Trade Union emulation: Innovation, Creativity - Discipline, Loyalty - Breakthrough, Development - For national security, for union members" with the action motto: "Say less - do more - clear efficiency".
In which, responding to the effective implementation of the emulation movement "Three most: Most disciplined – Most loyal – Closest to the people" associated with the emulation movement "For national security" launched by the Ministry of Public Security, considering this as a standard of action for each union member and employee in performing tasks; and at the same time, widely deploying the emulation movement "Three innovations: innovation in thinking – innovation in content – innovation in operating methods" of the People's Public Security Trade Union in the period 2025 - 2030.
