On September 19, at the headquarters of Hanoi Social Insurance, Deputy Director Le Van Long chaired a training conference on Decision No. 222/QD-BHXH of Vietnam Social Insurance and decentralization of pension regimes, occupational accidents, occupational diseases, Decision No. 613/QD-TTg.
Speaking at the Conference, Mr. Le Van Long - Deputy Director of the City Social Insurance - emphasized that units need to focus on performing well a number of key tasks, focusing on strengthening inspection and closely monitoring the settlement of the regime, making a list of social insurance and unemployment insurance payments; ensuring proper implementation of current procedures and regulations; at the same time, promptly reporting arising difficulties and problems to ensure timely and complete payment to beneficiaries.
At the conference, delegates were deployed with three major contents including: New points in the process of resolving pension regimes, occupational accidents, and diseases; some new regulations of the Social Insurance Law 2024 and the decentralization of pension regimes.
Mr. Ngo Xuan Giang - Head of the Social Insurance Regime Department, Hanoi Social Insurance - presented in detail the amendments and supplements in the regime settlement process.
Accordingly, the processes are integrated and adjusted according to newly issued decisions, in accordance with the Social Insurance Law 2024 and guiding documents. The notable new content is the addition of a process for resolving the issue of receiving monthly death benefits for people aged 80 and over upon death, at the same time clearly stipulating the principle of compliance with the law, determining the responsibilities of relevant departments, amending the decentralization of the regime and the process of making a list of unemployment insurance payments.
In particular, the time limit for settling social insurance regimes is shortened compared to the provisions of the Law, creating favorable conditions and ensuring maximum benefits for participants.
Regarding some new contents of the Social Insurance Law and the Health Insurance Law in 2024, Mr. Nguyen Xuan Tung - Head of the Department of Revenue Management and Participant Development, Hanoi Social Insurance has clearly disseminated documents guiding the implementation.
Including Decree 158/2025/ND-CP detailing the compulsory social insurance; Resolution No. 78/2025/UBTVQH15 on recording the compulsory social insurance payment period for business owners; Decree No. 188/2025/ND-CP stipulating the subjects, payment levels, payment support methods, health insurance cards as well as sanctions for late payment and evasion; and Resolution No. 19/2025/NQ-HDND of the City People's Council.
Also at the Conference, representatives of the leaders and experts of the Social Insurance Regime Department informed about the plan to implement decentralization of pension, occupational accident and disease settlement according to Decision No. 613/QD-TTg at grassroots social insurance agencies, based on Plan No. 1040/KH-BHXH dated September 16, 2025 of Hanoi Social Insurance.
At the same time, delegates were given detailed instructions on the contents of the social insurance leave certificate according to Circular 25/2025/TT-BYT and were introduced and trained on professional software functions, especially new functions that meet the requirements of the Social Insurance Law 2024 and the process of settling social insurance benefits, paying social insurance and unemployment insurance benefits.
