On September 19, Ca Mau Children's House (a unit under the Executive Committee of Ca Mau Provincial Youth Union) said that it had reported to the authorities the unit's tax debt situation for the period 2021 - 2022.
Accordingly, the total revenue in 2021 - 2022 of Ca Mau Children's House is more than 3.5 billion VND, but the land rent must be paid more than 3.8 billion VND. This tax debt amount as of April 30, 2025 has reached more than 4.4 billion VND, calculated by the Tax Department for late payment fees (dead payment interest) and accumulated the initial tax payment amount. Of which, the amount of late payment was up to nearly 900 million VND.
According to the explanation of Ca Mau Children's House, implementing the Project on using public assets for lease purposes at Ca Mau Children's House for the period 2021 - 2022 approved by the Chairman of Ca Mau Provincial People's Committee, Ca Mau Children's House will conduct an auction for lease according to regulations.
As a result, 10 site locations approved in the project were leased, but in reality, only 5 locations were leased, no one participated in the auction for other locations to rent, only serving career activities, collecting revenue and compensation for expenses...
The cause of the tax debt of Ca Mau Children's House was determined by the Ca Mau Provincial Tax Department (in 2022) determining the value of land rent and water surface rent in the form of annual payment on a total area of 16,361.6 m2 according to the project.
According to Ca Mau Children's House, the area calculation of the Provincial Tax Department is not suitable, because in reality, the unit only leases more than 10,642m2, the remaining areas of more than 5,718m2 are areas without tenants, or the existing areas are soccer fields, classrooms, halls, internal roads... to serve the unit's professional activities.
With this calculation method, the Ca Mau Provincial Tax Department announced that the amount payable by the Children's House for 2021-2022 is more than 3.8 billion VND. Meanwhile, during this period, the total revenue of Ca Mau Children's House is only over 3.5 billion VND; more than 3.1 billion VND is spent. That is, the total revenue of the unit is not equal to the amount of tax payable.
Realizing this difference, Ca Mau Children's House has continuously sent documents to the agencies asking them to reconsider the calculation method. Also in the period from 2022 to present, many agencies such as: Provincial Youth Union, Department of Finance, Department of Natural Resources and Environment (now Department of Agriculture and Environment), People's Committee of Ca Mau province have many documents and meetings to resolve the issue of tax debt of Children's Houses. However, on May 14, 2025, the Tax Department of Region XX issued Notice No. 1576/TB-CCTK V20 announcing tax debts for land rent for the period 2021 - 2022 with an amount of more than 4.4 billion VND, of which the debt is more than 3.8 billion VND, the rest is interest due to late payment.
Most of the authorities of Ca Mau province agreed to review the project and re-determin the actual leased area. However, this adjustment has not been implemented, so the tax sector based on the project to calculate taxes.
In this situation, Ca Mau Children's House continues to have a written report on the entire incident and at the same time asks to stop calculating late payment interest until there is an official decision on the leased area.
