Bringing Party building work closer to workers' lives
Developing party members, establishing Party organizations in enterprises, especially in the non-state enterprise sector and foreign-invested enterprises (FDI), is posing new requirements for Party building work in the current period. This is not only an organizational task, but also a strategic issue, aimed at bringing the Party's leadership role closer to workers, laborers, workshops, production groups and the practical life of enterprises.
For Thanh Hoa, this requirement is even more practical. As a locality with a large and rapidly developing workforce in economic zones, industrial parks, industrial clusters and enterprises in the area, Thanh Hoa Trade Union is not only stopping at the role of representing, caring for, and protecting the legitimate and lawful rights and interests of workers, but is gradually affirming its role as a "incubator" for political nuclei, directly participating in creating sources for developing party members and building Party organizations in enterprises.
Reality shows that Party development in the non-state enterprise sector still has many bottlenecks: workers' working hours are strict, shifts are frequently fluctuating; some business owners are still concerned that the establishment of Party organizations and socio-political organizations will affect production and business activities; the model of Party activities in some places is still far from the workplace, not really suitable for the specific characteristics of enterprises.
Faced with that requirement, Thanh Hoa Trade Union is strongly shifting from the thinking of "participating when requested" to proactively proposing, advising, coordinating and organizing implementation with new ways, close to the grassroots level, close to businesses and close to workers.
The first new point lies in the way the Trade Union organization approaches the Party's resolutions and policies. The Trade Union not only learns and thoroughly grasps resolutions in the direction of receiving and implementing them, but also proactively brings the reality of workers into the process of participating in building and concretizing resolutions and policies.
From very specific issues of workers such as salaries, jobs, social insurance, occupational safety and health, housing, meals, cultural institutions, working conditions, dialogue and negotiation at enterprises, the Trade Union organization has a practical basis to participate in supervision, social criticism, and contribute opinions to improve policies and laws of the State.
This is how the Trade Union brings voices from workshops, production lines, and workers' boarding houses into the policy-making process, helping policies to be closer to the lives of workers and the development requirements of enterprises.
Through this, the task of building a modern worker contingent is no longer a general slogan. That contingent must be formed from a real working environment: with skills, industrial style, labor discipline, legal awareness, political bravery and ability to adapt to new technologies and management methods.
It is in that process that the Trade Union has the conditions to discover positive factors, outstanding union members to foster and introduce to the Party.
Creating a source of party members from the labor production movement itself
If previously, the work of introducing outstanding union members to the Party in some places was still temporary, dependent on self-exposed factors, then the current requirement is to proactively build regular sources, have plans, have a training environment and have clear evaluation criteria.
The source of Party development in enterprises must be created from the labor production movement itself. Those are skilled workers, skilled workers, people with initiatives, technical improvements, industrial style, discipline and prestige in production groups, lines, and departments.
They are not only active union members, but also representatives of the new production force in the enterprise: mastering skills, mastering technology, capable of spreading the spirit of responsibility and innovation in the working collective.
Through emulation movements "Good labor, high productivity, good income", initiative movements, technical improvements, building a safe culture, organizing skills competitions, skilled workers, the Trade Union has conditions to correctly identify outstanding union members.
This is not a random discovery, but a process of "nurturing" from the grassroots level, taking labor results, prestige in the collective, sense of responsibility and striving spirit as a measure.
This approach also clarifies the political role of the Trade Union organization in enterprises. Trade unions not only protect workers when there are difficulties and obstacles, but also foster pioneering forces among workers, creating a source of cadres and party members from the labor production movement itself.
Opening the door to striving to join the Party for workers
One of the major barriers for workers when striving to join the Party is the condition of participating in Party awareness training classes. Workers work in shifts, overtime, unstable time; many businesses are far from the center. If only relying on traditional scheduled classes, many outstanding union members will find it difficult to have the opportunity to participate at the right time.
From that reality, Thanh Hoa Trade Union has been and is strongly shifting from waiting to proactively advising and coordinating with local Party committees to organize training classes on Party awareness suitable to the conditions of workers.
Classes can be organized by area, by business cluster, by target group; flexible in terms of time, location, and organization method but still ensuring compliance with Party regulations.
When the Trade Union proactively connects outstanding union members with local Party committees, the path of striving to join the Party for workers will be closer, clearer and more feasible.
Workers no longer feel that joining the Party is far-fetched, separated from the rhythm of production life, but realize that it is a process of training with orientation, with helpers, and a striving environment right at work. That is the way to train outstanding union members with real work, real environment.
Developing party members in enterprises cannot just stop at making lists, monitoring records or introducing them in a formalistic way. The important thing is to create an environment for outstanding union members to train, challenge and affirm themselves with specific actions.
Grassroots trade unions have a special advantage in this matter. This is an organization close to union members, close to production teams, understanding clearly who is reputable, who has a sense of responsibility, who dares to take on difficult tasks and who has the ability to mobilize colleagues.
Therefore, the Trade Union needs to proactively coordinate with local Party committees and businesses to assign specific tasks to outstanding union members such as: participating in legal advisory groups, safety and hygiene workers' groups, worker self-management groups, initiative movements; propagating policies and laws; supporting colleagues; building a safe culture; participating in dialogues at the workplace.
Through those "realistic problems", the process of striving to join the Party of outstanding union members is tested by specific results. The Party Committee has more grounds to evaluate the quality, capacity, prestige, and pioneering and exemplary spirit of the masses.
Workers also clearly see that party members in enterprises are not titles that are far from daily work, but are pioneers in labor, discipline, initiative, responsibility and spirit for the collective.
When the Trade Union Chairman is also the Secretary of the Party Cell
Based on the implementation of important resolutions of the Central Government, Thanh Hoa is entering a new stage of development with higher requirements for growth, economic restructuring, investment attraction, production expansion and labor productivity improvement.
As the socio-economy develops, the business sector, especially non-state-owned enterprises and foreign-invested enterprises, will continue to grow stronger in terms of scale, technology, management methods and number of workers.
This is a wide open space to develop Party organizations, party members and build pioneering political nuclei right in the forces directly producing material wealth for society.
From that reality, the important breakthrough is to shift from the situation where many party members mainly operate in residential areas to proactively mobilizing and persuading businesses to create conditions for local Party committees to establish Party cells right in businesses when conditions are met.
This is a direction of special significance for non-state enterprises and enterprises with foreign investment capital. When the Party cell is established in enterprises, Party activities will no longer be separated from the production rhythm, but directly linked to specific issues of workers and enterprises such as employment, income, labor safety, labor discipline, productivity, initiatives, dialogue, negotiation and stable labor relations.
In places that meet the conditions, Thanh Hoa Trade Union pioneers in building the model "Leadership Party Cell - Core Trade Union - Chairman of grassroots Trade Union is the Secretary of the Party Cell".
This is a model originating from practice, because the Chairman of the grassroots Trade Union is often close to workers, understands businesses, understands the thoughts of workers, has prestige in the collective and has conditions to organize movements.
When the Chairman of the Trade Union is also the Secretary of the Party Cell, the leadership role of the Party organization and the representative, caring, and protecting functions of the Trade Union organization are more closely connected; the activities of the Party cell are also closer to the requirements of production, business, and workers' lives.
This model contributes to removing long-standing bottlenecks in Party development in enterprises such as difficulty in arranging meeting locations, difficulty in arranging time, limitations in funding, operating conditions and the ability to gather party members.
When the Party cell is associated with the grassroots trade union, Party activities will be more practical, closer to workers, and closer to production requirements. The Party organization is not only present in terms of organization, but truly becomes the leadership nucleus of the workers' movement in enterprises.
In 2026, Thanh Hoa Trade Union strives to coordinate with local Party committees to organize at least 27 Party awareness training classes; and at the same time coordinate with local Party committees to mobilize and advise on the establishment of 10 Party cells in various types of enterprises, focusing on the model of grassroots Trade Union Chairmen being Party Cell Secretaries in places that meet the conditions.
This is not only an organizational target, but also a step to bring the Party closer to workers, make the Trade Union stronger from the grassroots level, and create a solid political foundation for businesses to develop stably and sustainably in the new period.
From pilot models to general mechanisms of the political system
The creative ways of working of Thanh Hoa Trade Union can only create sustainable spillover effects when elevated to a synchronous leadership and direction mechanism of the political system.
Therefore, in the coming time, Thanh Hoa Trade Union will proactively propose to the Vietnam Fatherland Front Committee of the province to report and request the Standing Committee of the Provincial Party Committee to consider issuing a directive on the development of the Party and socio-political organizations in enterprises.
This will be an important basis to promote the overall strength of the Vietnam Fatherland Front and member organizations, in which the Trade Union organization plays a central role in the worker sector.
When there is unified leadership of the Provincial Party Committee, coordination of the Provincial Vietnam Fatherland Front, participation of member organizations and direct coordination between the Trade Union and local Party committees, the work of developing party members, establishing Party organizations, socio-political organizations in enterprises will have conditions to shift from pilot models to widespread movements, with a roadmap, responsibility and specific results.
From the "incubator" of outstanding union members to the core of Party building in enterprises is a new development in the thinking and operating methods of the Thanh Hoa Trade Union.
When the Party is closer to workers, the Trade Union is stronger from the grassroots level, outstanding union members have a clearer training environment, businesses have a more stable political foundation, and the worker movement will have a more solid support.
The pioneering spirit of Thanh Hoa Trade Union is therefore not in general affirmations, but in the ability to choose the right bottlenecks, the right core force and the right methods of action.
Taking grassroots trade unions as the nucleus to create sources; taking outstanding union members as targets for training; taking the labor and production movement as a training environment; taking Party cells in enterprises as political support; taking the model of the Chairman of the grassroots Trade Union as the Secretary of the Party Cell in places that meet the conditions as a breakthrough direction - that is how Thanh Hoa Trade Union is contributing to building a modern worker contingent, a strong Trade Union organization, sustainable business development and Thanh Hoa province's rapid development in the new era.
