Develop a report to the National Assembly on salary reform according to Resolution 142
Regarding specific tasks to be implemented in February 2025, the Minister of Home Affairs proposed to prepare a National Assembly Report at the 9th Session on the implementation of salary reform, pension adjustment, social insurance benefits, preferential allowances for meritorious people and social allowances as prescribed in Point d, Section 6.2 of Resolution 142/2024/QH15.
Decision 971/QD-BNV dated December 30, 2024 promulgating the 2025 Administrative Reform Plan of the Ministry of Home Affairs
In particular, the Ministry of Home Affairs assigned the Department of Salary to coordinate with relevant agencies and units to carry out 2 tasks:
Develop a document to send to ministries, branches and localities and agencies to report the results of task implementation at Point d, Section 6.2 of Resolution 142/2024/QH15 (January 2025)
Develop a National Assembly Report at the 9th session on the implementation of salary policy reform, pension adjustment, social insurance allowances, preferential allowances for meritorious people and social allowances according to the provisions of Point d, Section 6.2 of Resolution 142/2024/QH15 (April 2025).
Sources for implementing salary reform 2025 of localities
Pursuant to Clause 3, Article 4 of Circular 88/2024/TT-BTC effective from February 7, 2025, the sources for implementing salary reform in 2025 of localities include:

...3. Sources for implementing salary reform in 2025 of localities include:
a) 70% increase in local budget revenue (NSDP) in 2024 compared to the estimate assigned by the Prime Minister.
b) 50% increase the 2024 state budget revenue compared to the 2023 budget assigned by the Prime Minister.
c) 50% increase the estimated state budget revenue in 2025 compared to the estimate in 2024 assigned by the Prime Minister.
d) 50% of the savings of the Ministry of National Defense are from the source of regular expenditure support in the field of State administrative management expenditure as prescribed in Clause 7, Article 4 of Resolution No. 160/2024/QH15 on the allocation of the central budget in 2025.
dd) The remaining resources for implementing salary reform in 2024 will be transferred.
e) 10% savings in regular expenditure.
g) Use at least 40% of the remaining revenue under the regime in 2025.
h) Public service units that self-insure investment and regular expenditures, public service units that self-insure regular expenditures; agencies authorized by competent authorities to implement financial autonomy mechanisms... must set aside to create sources for salary reform (including bonus funds) and self-guarantee funding sources for implementation.

6.2. Implementing salary reform according to Resolution No. 27-NQ/TW in the public sector according to the roadmap, step by step, cautiously, firmly, ensuring feasibility and contributing to improving the lives of salary earners, assigning the Government:
a) Implement the contents that are clear and qualified for implementation;
b) Adjust the basic salary from 1.8 million VND/month to 2.34 million VND/month (increase of 30%) from July 1, 2024;
c) For agencies and units that are applying special financial and income mechanisms at the central level, the Government, ministries and branches review the entire legal framework to submit to competent authorities for consideration and decision on amending or abolishing the special financial and income mechanisms of agencies and units that are being implemented accordingly before December 31, 2024...
d) From July 1, 2024, the pension and social insurance benefits will be increased by 15%,...
